MINUTES, LAKE ELMO CITY COUNCIL MEETING, February 14, 1980 <br />SPECIAL MEETING <br />Mayor Armstrong convened the meeting at 5:05 with the following Councillors <br />answering the roll; Morgan, Mottaz, Novak, and Pott. George Hedges, Manager, <br />Valley Branch Watershed District, and Larry Whittaker, City Administrator, <br />were also present. <br />Councillor Morgan moved that the City instruct the Valley Branch Watershed <br />District to delay pumping on Lake Jane, Project 1005, until March 15, 1980, <br />or until,the Park Commission indicated the ski season is over, whichever <br />comes first; so that no water enters Sunfish Lake Park before that time. <br />In explaining his motion, Morgan said there is no imminent danger of flooding <br />on Lake Jane; and there is imminent danger to skiers in the park as a result <br />of the running water and weakening ice conditions on the ponds in the park. <br />The Council agreed the short interuption to the pumping would not significantly <br />impact the level of Lake Jane; and that there is more danger to the skiers <br />than the lake residents. The Council expressed its understanding that the <br />District did not intend to pump into the park during the ski season.; and that <br />this should be the Districtrs policy. <br />Mayor Armstrong said the Park Commission should prepare a plan to deal with <br />this in the future, as it is too late to change the trails or bridge them <br />this year. <br />Armstrong seconded the motion. Motion carried 5-0. <br />Meeting adjourned at 6:00 p.m. <br />
