LAKE ELMO CITY COUNCIL MEETING, APRIL 15, 1980 -4- <br />D.- Co..Road 15 - Mottaz did not see any need to.include this now <br />since e a. y as no road plan. The Council discussed County 13, <br />Keats_ Avenue,, and County 15 as future collector streets. <br />Pott moved, seconded -by Novak9 to adopt Resolution R-80-24, <br />incorporating proposed County 15 into the Major Element of Trans- <br />portation System of the Comprehensive Plan. Motion carried 4-1. <br />Mottaz opposed. <br />CONSENSUS MOT.IONS:.. <br />A.,_.Repeal.R-80-8 - Vacating Ridgeway Drive - <br />Armstrong moved, seconded by Morgan to adopt Resolution R-80-20, <br />repealing Resolution R-80-8, Ridgeway Drive Vacation. Motion carried 5-0. <br />B. <br />Armstrong moved, seconded by Morgan to adopt Resolution 80-21, granting <br />a permanent drainage easement to Washington County to reconstruct <br />County Road 6. Motion carried 5-0. <br />C. DeMontreville Lake Access Hearing - <br />Morgan moved, seconded by Armstrong, to set a hearing May 6, 8:30 p.m. <br />on the Lake DeMontreville Access. Motion carried 5-0. <br />D. Variance for Steven Larson - Armstrong moved, seconded by Morgan, <br />to set a hearing for Steven Larson, variance request, for May 6, <br />8:15 P.M. Motion carried 5-0. <br />E. Authorize League of Minnesota Cities to apply for Temporary Data <br />Classification - <br />The Administrator reviewed the League memo with the Council and <br />explained the necessity for this action. <br />Morgan moved, seconded by Mottaz, to adopt Resolution 80-22, authorizing <br />the League of Minnesota Cities to apply for a Temporary Data Classification <br />for Lake Elmo. Motion carried 5-0. <br />E. Responsible Authority - Data Practices Act - <br />Mottaz moved, seconded by Morgan, to adopt Resolution 80-23, appointing <br />Laurence E. Whittaker, City Administrator, the Responsible Authority <br />per Data Practices Act. Motion carried 5-0. <br />C. May 6 CitZ Council Meeti - Armstrong moved, seconded by Morgan, <br />to start the May 6 Council meeting at 6:30 p.m. with no dinner break. <br />Motion carried 5-0. <br />H. Deneen Variance - Armstrong moved, seconded by Pott, to set <br />a hearing for Dennis Deneen, variance request, for May 6 at 8:45 p.m. <br />Motion carried 5-0. <br />ADMINISTRATOR'S REPORT: <br />A. Dues: Mottaz moved, seconded by Armstrong, to authorize payment <br />of dues tothe Lake Elmo Business Association @ $25.00/yr. Pott amended <br />the motion,'seconded by Morgan, to include the Tri-Lakes Association <br />and the Cimarron Association. Amended carried 5-0. Motion as amended <br />carried 5-0. <br />TKDA - MAINTENANCE BUILDING: The Council reviewed the letter dated April 11, 1980. <br />They find much of the detailed design work (Item D) was performed <br />without Council authorization. The architect should not have prepared <br />a final design for a building 80% over budget, nor expend fees in <br />excess of 11% of the estimated project cost. <br />The Administrator will contact TKDA and see what compromise can be <br />worked out. The Council agreed to the expenses incurred for Items A thru C. <br />of the letter. <br />
