1\ R-80-33 RESOLUTION CITY OF LAKE: ELMO WASIiINGTON COUNTY, MINNESOTA A RESOLUTION OPPOSING THE RECLASSIFICATION OF LAKE ELMO REGIONAL PARK. RESERVE TO REGIONAL PARK WHEREAS, All the property purchased for the Lake Elmo Regional Park Reserve was purchased for the purpose of creating a Park Reserve; and, WHEREAS, this area was designated and described as a Park Reserve at all the public hearings and meetings concerning the plans for the acquisition and the development of the Lake Elmo Regional Park Reserve; and, WIiEREAS, none of the conditions surrounding the nature of the land or its appropriateness for various uses have changed since the land was acquired and the meetings on the Park Reserve were held; and, WHEREAS, the area purchased exceeds the desired size for a Regional Park by 2,000 acres., and, WHEREAS, the development of more than twenty percent (20%) of the land area would certainly over -tax Washington County's ability to manage and the City of Lake Elmo's ability to accom- modate this development; and, WHEREAS, the development of more than twenty percent (20%) ( of the land area would be out of character with the present and planned uses adjacent to the Park Reserve property in Lake Elmo, which are guided by Metropolitan Council policies; and, WHEREAS, the Metropolitan Development Guide indicates that this area is entirely outside of the Metropolitan Urban Service Area; NOW, THEREFORE, I3E IT RESOLVED, by the City Council of the City of Lake Elmo, Washington, County, Minnesota, that: 1. The City of Lake Elmo strongly opposes the reclassi- fication of the Lake Elmo Regional. Par], Reserve to Regional. Park; and, 2. The City of Lake Elmo will. oppose said reclassification throughout the hearing and review process on the Metropolitan policies with respect to the Lake Elmo Regional Park. Reserve and throughout the process of review and hearings for,the plan and development of the Lake Elmo Regional Park Reserve, and into the courts if necessary.
