LAKE ELMO CITY COUNCIL MEETING, AUGUST 19, 1980 <br />Acting Mayor Pott called the meeting to order at 5:05 p.m. <br />Councillors in attendance: Mottaz, Novak, Mayor Armstrong (5:10) and <br />Morgan (6:00). <br />AGENDA: Additions: Administrator's Report - Other: Announcements <br />Armstrong moved, seconded by Mottaz, to approve the Agenda as amended) <br />Motion carried 4-0. <br />MINUTES: August 5, 1980 - Approval at the next meeting. <br />CLAIMS: Mottaz moved, seconded by Armstrong, to purchase four additional <br />folding chairs.from Lake Elmo Hardwood. Motion carried 4-0. <br />WAGES FOR ELECTION JUDGES: Pott moved, seconded by Armstrong, to set <br />the wage for the Election Judges at $3.10 per hour. Motion <br />carried 4-0. <br />Mottaz moved, seconded by Armstronq,, to set the wage for the <br />Head Election Judges`at.$3.60.per.hour. Motion carried.4-0. <br />METER.READER: Mottaz moVed,.seconded,by Armstrong, to approve the <br />followiincf policy for Meter Reader: <br />1.. Pav meter reader 354 per call. <br />2. If no reading, leave a,card for homeowner to read their <br />own meter. <br />3. Require that every inside meter be read at least once <br />each year (no later than September l), so that we have an <br />accurate reading. <br />4. Pay the Meter Reader 50� whenever both inside and outside <br />meters are read. (Once a year) <br />Motion carried 4"0. <br />RAILROAD ZONING: In the opinion of the City Attorney, there isno <br />special zone necessary for the railroad to control refuse <br />along the tracks. It assumes the present zoning of sur- <br />roundinq property; and must meet all regulations for that <br />district. <br />RAILROAD DEBRIS: The Maintenance Foreman ,reported. that some of the <br />debris along the tracks has been cleaned up. The Administrator <br />and the Foreman will inspect the problem area and the Adminis- <br />trator will notify_ the railroad 'what additional work is <br />necessary. <br />RAILROAD ASSESSMENT POLICY:. The Administrator reported that the railroad <br />and Mn/Dot has been assessed for surface water projects in <br />other areas. (Valley Branch assessed them. for Project 1005.) <br />The Administrator has contacted the Chicago/Northwestern and <br />Mn/Dot regarding Beutel Pond, and they indicated the.are <br />willing to pay their share of the improvement costs. The <br />Administrator will forward the improvement plan and the <br />assessment formula. <br />
