LAKE ELMO CITY COUNCIL MEETING, OCTOBER 21.9 1980 _12_ <br />Al Dornfield replied, I guess, you would have to show us that storing water on the <br />north side of 70 is not practical. I also think ,you hve some storage <br />on the golf course by plugging some so ..m sewers. The simplist way is <br />pumping it downstream, no doubt; but I don't think it is the simplist <br />way for those downstream. <br />Councilman Morgan replied the Council is well aware of being downstream. Part of the <br />reason there is a problem is because there is not more storage sites <br />up —stream. 11hey have a problem up —stream from us but It is not stored. <br />1200 people live in Cimarron; and, they own their homes. If pumping 60A <br />-feet would protect those homes, I thing, we ought to look for a place <br />to put it. <br />Mr., Taylor responded to the question of storing water on the,golf course. We have <br />approximately 20A on the golf course. You would have to build a dike 3 ft. <br />high all around the golf course and fill the entire course with 3 feet of a <br />water. It is extremely .flat. <br />George hedges asked about flooding existing bonds at the back of Cimarroris property. <br />A resident: responded one small ponding area eould not take more than 2 ft. or <br />the homes would flood. <br />George hedges said these are the questions asked. Ilow much can be held on —site <br />before we start .facing the already flooded situation downstream. No <br />way will it be acceptable to have anyone put out of their homes. <br />Armstrong noted the other problem is the 30 days, How much, time do we have to study <br />all this. There is no time to got all feasibility reports. <br />Mottaz said, exploring on —site and alternate storage should be done; but aver <br />-the winter and. next spring when the danger is over with. He does <br />not think, under the present circumstances and given the time frame and <br />the length of time it takes to do studies, that we should. be developing <br />ponding areas in Cimarron now. We risk winter freeze—up then no pumping <br />/ can be done anywhere. <br />l John Leslie, 3M Club, wanted the record to show — He feels Cimarron has been very <br />negligent because 10 years ago exactly the same situation was brough to their <br />attention. It was suggested then they construct a dike and make provision <br />for just this situation. I think, they have been very negligent in the <br />last 10 years. This was brought up to them very emphatically in the Darr <br />Lhgin.eering report, The report said that the dike should be put at an 884 <br />level completely around the sewage plant, in anticipation of such a <br />runs -off as this. <br />Armstrong noted this work is being done now. Since that report there have been <br />many changes,and circumstances the new owners may not have been aware of. <br />Mary Leslie asked about a storage site on the property west of Cimarron. ['here <br />is a natural depression there and Valley Branch has sited this as property <br />that would have to outlet through Sunfish. Does a drain exist there? <br />Dick Stockstead, property owner to the west — They have agreed to store for two <br />100 year floods. <br />Mary .Leslie said another consideration is Downs Lake which previously flowed through <br />Tartan Park. Downs is not suppose to flow 'through Tartan Park., It <br />is suppose to flow east through Lake Elmo; but in 'that outlet there have <br />been trees planted in the last -two years and a home constructed in close <br />proximity, which may be endangered if the water flows out that way. The <br />people on. the pond, in the middle, are already having problems with spring <br />run—off into the pond, with it backing up onto the drainage easement. <br />If it comes through Tartan Park what guarantee is there for relief to <br />Tartan Park. This would take out their entire golf course. <br />Mottaz said this is not part of this issue. <br />
