LAKE ELMO CITY COUNCIL MEETING, OCTOBER 21, 1980 -13- <br />Ed 'Bruno, Tartan Park, Reviewed past comments on Oakdale sending water to Lake Elmo. <br />Now, Lake Elmo is considering sending water downstream. This sounds <br />calloused and as though Lake Elmo is not concerned about West Lakeland, <br />Is Lake Elmo giving thought to the people in West Lakeland? Mr. Bruno <br />submitted a letter of concern. <br />Armstrong replied the Council must consider ]3 00 people and their homes. There <br />is concern about downstream effects. What damage will this 60A feet do? <br />Steven Taylor said the question goes beyond 1300 people. The water to be pumped is <br />not polluted now. The risk of pollution a public lake is a public concern, <br />Should pollution occur, what do ,you do with this water? Cimarron cannot <br />stop this from happening. Only the public bodies can prevent the pollution <br />because the lake is rising, not the sewage lagoon. <br />Councilman Pott noted you are talking about pumping 25 acre .fed if you pump from <br />south to north across County 70. <br />Larry Bohrer noted it would be oloser to 50 ft, considering bank sotrage. <br />Councilman Pott said downstream is the only answer that will have significance in <br />time, We axe talking about a situation that may occur next spring, The <br />things mentioned, south to north pumping, on -site storage sites at Cimarron, <br />storage west of Lake Elmo Avenue etc. all need more answers. If these <br />possibilities dont1t work out and we have the anticipated problem next <br />spring, what alternative is there except pumping downstream? <br />Al Bornfield asked about the type of pump and its capacity. <br />Engineer. Rohrer explained. He does not know if pumping could keep up with the run- <br />off in the spring and feels the best solution is to provide the necessary <br />storage this fall. <br />Armstrong noted the most agreeable solution would be to pump across County 70. <br />Engineer Bohror does not think this is a, good solution, The further away the water <br />is from Cimarron the less chance of recycling or seepage, <br />r- Maynard Eder, Valley Branch Manager, said the Board briefly discussed the possibility <br />of pumping the water directly to the storage area south of 10th Street, <br />The impact of this on West Lakeland is not known, but this is a suggestion. <br />This would extend the project beyond the limits of Lake Elmo. <br />George Hedges said the benefit is that before the next run-off you could work on the <br />seepage capacity of that system. You are using it when on one else needs <br />it during the winter. The City would need a cooperative agreement with <br />West Lakeland for, this, <br />Armstrong noted again the time element must be considered. If this is pumped into <br />Horseshoe and .flows downstream how may homes could potentially be damaged? <br />1�hat elevations would cause damage? 60A.feet over 30 days is not a torrent. <br />Larry Bohrer said in talking about a combination of diking and pumping, you axe <br />proposing lowering Sunfish Lake 3 ;/2 feet, <br />George Hedges noted that the suggestion of direct pumping to the West Lakeland storage <br />site tends to fall on`the shoulders of the Watershed. The 60.A feet of <br />water vs 120 A feet makes the project more palatable. <br />Novak asked if the Board of Managers agree that Cimarron's diking action makes the <br />project easier to sell, Mr. Hodges said ,yes, but noted it would help <br />to have assurance this is a temporary pumping project and additional <br />storage sites will be explored. This proposal is a one-time project. <br />Ile said the City has "led us right up to the door. You do everything you <br />can do here, the only thing left is to punp it downstream". <br />MOTION: Armstrong mated, seconded by Pott, to adopt R-80-619 ordering a, pumping <br />project to remove 60A feet of water from Little Sunfish Lake and pump it <br />to Horseshoe Lake; and that the proper request for permits be made to <br />Valley ;Branch., D.NR, and other required acencies; and easements be secured. <br />'Discussion:'The .Administrator will organize a committee to meet with <br />West Lakeland and discuss the impact of this action on them and Lake Elmo, <br />and assure them this is a one year temporary project after which Lake <br />Elmo will work on a permanent solution. <br />
