LAKE ELMO CITY COUNCIL MEETING, OCTOBER 21, 1.980 -2- Civil Defense Director Cont'd — The Administrator will meet with Mrs, Paulson and outline the parameters of the job. 'The Council recommended that the Director attend the Damage Assessment Conference. C. Auditors Contract — The Administrator recommended the Council retain the firm o£ DeLaHunt, Veto. After reviewing the Administrator's memo L dated September 28, 1980, evaluating all the auditing firms and discussing the bids, the Council decided to award the contract to the low bidder, Armstrong move, seconded by Pott, to award. the Auditors Contract to the low bidder, Moen & Penttila, Ltd, at $5,700. Motion carried 5-0, The Council requested that ;:this ,years audit report be presented in a more simplified form, PARK COMMISSION. Tom Monette reported on how the money from Jaycee's Buff: and Puff Days is allocated. $1,000 has been expended in Tablyn Park on picnic tables and grills. This off —sets the 819000 City expenditure for play equipment at Lake Elmo school. These amounts cancel out each other in the 1980 Budget. A. Park Plans 1,1, Tablyn. Park — Leo Gehloff present the Master Plan for Tablyn Park. This plan was accepted in June of 1978. Development of the park is < following the projected schedule, Walking trails in the park are being bid now; and will be completed this year. Mottaz moved, seconded by Morgan, to accept the Master Plan for Tablyn Park, Motion carried 5-0. 2. DeMontreville Park — Jim Yarusso presented the Master Plan, completed in 1979. Iie outlined the proposed uses in the two park sections. The main park is designated to retain its natural characteristics. Walking trails will constitute the primary development. The small 6 acre park will provide more active park use, The Council discussed the limited parking area for the 24 acre park. This area can be expanded should the need arise. Armstrong moved, seconded by Mottaz, to accept the Master Plan for DeMontreville Park, with the recommendation that the Park Commission study future expansion of the parking area. Motion carried 5-0. 3. Lions Park — Sue Dunn presented the Master Plan. She reviewed the work that has been completed, the park shelter, ball diamond, fencing, etc. Resurfacing of the tennis courts will be bid in the spring. .. Pott asked if the Commission would be receptive to trading a portion of the park land, in back of the park shelter, to Lake Elmo hardwood in exchange for a second City well site. The Commission would like to avoid giving up any park property, if possible. Armstrong moved, seconded by Pott, to accept the Master Plan for Lions Park. r Motion carried 5-0. The Park Commission will be consulted about netotiations \_ between the City and Mr. Rogers.
