LAKE ELMO CITY COUNCIL MEETING, OCTOBER 21, 1.980 <br />-2- <br />Civil Defense Director Cont'd — The Administrator will meet with Mrs, <br />Paulson and outline the parameters of the job. <br />'The Council recommended that the Director attend the Damage Assessment <br />Conference. <br />C. Auditors Contract — The Administrator recommended the Council retain <br />the firm o£ DeLaHunt, Veto. After reviewing the Administrator's memo <br />L dated September 28, 1980, evaluating all the auditing firms and discussing <br />the bids, the Council decided to award the contract to the low bidder, <br />Armstrong move, seconded by Pott, to award. the Auditors Contract to <br />the low bidder, Moen & Penttila, Ltd, at $5,700. Motion carried 5-0, <br />The Council requested that ;:this ,years audit report be presented in a more <br />simplified form, <br />PARK COMMISSION. Tom Monette reported on how the money from Jaycee's Buff: and <br />Puff Days is allocated. $1,000 has been expended in Tablyn Park on picnic <br />tables and grills. This off —sets the 819000 City expenditure for play <br />equipment at Lake Elmo school. These amounts cancel out each other in the <br />1980 Budget. <br />A. Park Plans <br />1,1, Tablyn. Park — Leo Gehloff present the Master Plan for Tablyn Park. <br />This plan was accepted in June of 1978. Development of the park is <br />< following the projected schedule, Walking trails in the park are being bid <br />now; and will be completed this year. <br />Mottaz moved, seconded by Morgan, to accept the Master Plan for Tablyn <br />Park, Motion carried 5-0. <br />2. DeMontreville Park — Jim Yarusso presented the Master Plan, completed <br />in 1979. Iie outlined the proposed uses in the two park sections. The <br />main park is designated to retain its natural characteristics. Walking <br />trails will constitute the primary development. The small 6 acre park <br />will provide more active park use, The Council discussed the limited <br />parking area for the 24 acre park. This area can be expanded should <br />the need arise. <br />Armstrong moved, seconded by Mottaz, to accept the Master Plan for DeMontreville <br />Park, with the recommendation that the Park Commission study future expansion <br />of the parking area. Motion carried 5-0. <br />3. Lions Park — Sue Dunn presented the Master Plan. She reviewed the <br />work that has been completed, the park shelter, ball diamond, fencing, <br />etc. Resurfacing of the tennis courts will be bid in the spring. .. <br />Pott asked if the Commission would be receptive to trading a portion <br />of the park land, in back of the park shelter, to Lake Elmo hardwood <br />in exchange for a second City well site. The Commission would like <br />to avoid giving up any park property, if possible. <br />Armstrong moved, seconded by Pott, to accept the Master Plan for Lions Park. <br />r Motion carried 5-0. The Park Commission will be consulted about netotiations <br />\_ between the City and Mr. Rogers. <br />
