LAKE EIMO CITY COUNCIL MELTING, OCTOBER 21, 198o <br />PARI{ COMMISSION: J�. Sunfish Park — Ed Nielsen present the Master Plan for <br />Sunfish Park. Be reported that the Commission intends to keep this park <br />primarily in a natural state with walking trails, ski trails, and <br />l picnic areas. They do not intend to expand the parking area. <br />The Council asked the status of the agreement between the Commission <br />and Valley Branch Project 1005 relating to pumping across the ski <br />-trails in the spring. The Commission ,passed a motion stating no <br />pumping should be done between November 15 and March 1,5. This, and <br />possible bridge trailq will be discussed with the Watershed. <br />The Council discussed the offer from Everett Beaubien to purchase <br />additional lakeshore around Sunfish Lake. This offer will be discussed <br />at the November meeting. <br />Mottaz moved, seconded by Pott, to accept the Master Plan for Sunfish. Park. <br />Motion carried 5-0. <br />5. Reid Park — A concept plan has been discussed; but, no Master. <br />Plan has been developed. The Council and the Park Commission agreed <br />to delete the pool concept and the golf course from the 20 year plan. <br />.The Commission will continue to work on developing a Master. Plan. <br />B. 5—Year and 20—Year Capital Plan — Councilman Morgan gave a, brief <br />Synopsis of future park use projections. He stated the Commission does not <br />intend to acquire additional park land; and, that current park development <br />has been designed and constructed for low maintenance at the lowest possible <br />cost. Money is available in the Park Reserve to cover all -the items listed <br />in the 5—Year Plan. The 20—Year Plan contains suggestions -that could be <br />needed or considered within 20 ,years. <br />C. _1g81 Capjta7..Budet — Many listed items were appropriated in 1980. <br />Additional playground equipment has been included. Items in Lions Park, <br />not completed in 19809 will be carried over to 1981. <br />Armstrong moved., seconded by Mottaz, to approve the 1981 Paxk Budget. <br />Motion carried 5-0. (A copy of the 1981 Budget attached hereto) <br />DINNER,.: CHRIST LUTHERAN CHURCH <br />ENGINEER a S REPORT: <br />A. Derrick's Bond and Acceptance — 5th and 6th Addition — The developer <br />has requested the City accept the street and storm sewer improvements <br />prior to clean—up and total reduction of the bond, The Engineer reported <br />some ditching and cleaning out of a pond remain incomplete. Brian Crombie, <br />Derrick Land, does not think the pond work can be completed until spring. <br />IIe stated the waterway ditiching is complete. Derrick would like the City <br />to accept the completed improvements and retain the remaining bond ($5,000) <br />until the pond work is completed. Engineer Bohrer said th.er was no problem <br />in accepting the improvements. Administrator Whittaker recommended accepting <br />-the improvements and retaining the bond. <br />Armstrong moved, seconded by Morgan, -to adopt R-80-591 accepting the <br />r improvements for DeMontreville Highlands 5th and 6th Addition. Motion <br />carried 4-0. Mottaz absent. Crombie said he will try to get the pond dredging <br />completed this fall. <br />
