SPECIAL LAKE ELMO CITY COUNCIL MEETING, OCTOBER 29, 1980 <br />Councilman Pott called the meeting to order at 6;30 p.m. <br />Councillors in attendance: Novak, Morgan, Mottaz (7:05) and Mayor <br />Armstrong (6:35) <br />PARK TRAIL BIDS: The Council reviewed the bid tab sheet for the park <br />trails. The lowest total bid was that of Ridge Blacktop, Inc., <br />for $11,400. However, the unit price per lineal foot was written <br />out consistantly as,$12,60, this would amount to $114,000 extended. <br />This bid was to be awarded on the unit costs. So, the $11,400, <br />although the lowest total bid, was not a responsible bid. <br />Armstrong moved, seconded by Morgan, to award the bid for park <br />trails to the lowest responsible bidder, Mogren Bros. Although <br />Ridge Blacktop, Inc, appeared to be the low bidder the Council <br />determined this was not the lowest responsible bid because of <br />the discrepency in the unit and the total price. Motion carried <br />4-0. Mottaz absent. <br />Morgan will walk the trails with the contractor. The contractor <br />will furnish the staking material, as stated in the bid. <br />Engineering time will be billed against the grant money, <br />JAMACA GATE: The Engineer distributed the final design for the <br />Jamaca Gate. He received two bids to construct and install <br />the gate. Both bids were in excess of $1,900, which exceeds the <br />cost limitation set for the project. <br />Pott moved, seconded by Novak, to reject all bids and table <br />this matter. Motion carried 4-0. <br />The Administrator will give the proposed plan to the Maintenance <br />Foreman and see if the maintenance crew can construct and install <br />a similar structure, <br />GARAGE LANDSCAPING: The Engineer talked to Mr. Mogren and he indicated <br />he cannot do this work until after November 5. <br />CITY OFFICE ROOF: The Council reviewed the bids. The Building Inspector <br />recommended the City accept the bid from Curran J. Nielsen, Co., <br />the highest bidder. His recommendation was based on the durability <br />and 10 year guarantee on more substantial material than was <br />specified in the bid. <br />Morgan moved, seconded by Pott, to accept the low bid for reroofing <br />the City Office roof, only, from Ettel & Franz. Motion carried <br />4-0. The Council decided to delay reroofing the upper roof. That <br />will be done when the City Office remodeling is done. <br />BROOK'S NON INTOXICATING MALT LIQUOR LICENSE: The Administrator <br />reported that the Sheriff has no objection to licensing Brooks; <br />the State does not license them; and it is a City decision. <br />Armstrong moved, seconded by Pott, to grant an Off -Sale Non - <br />Intoxicating Malt Liquor License to Brook's Superette. Motion <br />carried 3-1. Novak opposed. <br />
