SPECIAL LAKE ELMO CITY COUNCIL MEETING, OCTOBER 29, 1980 -3- <br />LITTLE SUNFISH: Lee Richert, West Lakeland resident, stated the <br />storage site is a very critical area. Should the site not be <br />adequate (overflow) wells and septic systems in that area will <br />be damaged or polluted. Morgan,again, stressed the storage of <br />water on Eagle Point. Engineer Bohrer explained how the dike <br />on Eagle Point works; water can be stored here and released when <br />it can be handled downstream. Kent Lokkesmoe, DNR, said the <br />main problem would be that if the City should store this additional <br />60 acre feet, this is 60 acre feet less available storage next <br />spring. The Council feels Eagle Point is capable of holding more <br />water than the permit allows. <br />Pott proposed the following: <br />1. pumping be limited to 60 acre feet from Little Sunfish into <br />Horseshoe Lake; <br />2. during the pumping period the water level of the storage site <br />would not rise more than 8"; <br />3. the City of Lake Elmo will agree to store 75 acre feet of <br />water on Eagle Point Lake until May 15, 1981, or until Valley <br />Branch, West Lakeland and Lake Elmo agree it should be released; <br />4. the rate of flow out of Horseshoe Lake will be maintained <br />at a safe level, 211; <br />5. monitor the storage site to prevent any possibility of <br />water breaking through. <br />George Hedges, Valley Branch, said the water should get to the <br />storage site as quickly as possible to permit immediate seepage <br />SO that the water will not interfere with the spring run-off. <br />Mr. Al Lehman, 3M, indicated that from the bottom of the storage <br />pit to the over -flow the total capacity is 61 acre feet. Mr. Rosas <br />said the higher the head the quicker the water is driven into <br />the ground. Residents said that any large volume of <br />water (4") flowing to the storage site will causeflooding to <br />some residents. George Hedges said; based on what has been heard, <br />the County 70 route may be the best alternative. <br />Armstrong moved, seconded by Mottaz, to adopt Resolution 80-62, <br />repealing Resolution 80-61, and ordering the following; pumping <br />along County 70 to the West Lakeland Storage Site; pump a <br />maximum of 60 acre feet; the water will be kept l foot below the <br />overflow of the storage site; frequent monitoring of the site <br />will be done; Lake Elmo will store an additional 75 acre feet <br />of water on Eagle Point Lake until an agreement, within one year, <br />between Lake Elmo, West Lakeland and Valley Branch is made to <br />release this water downstream; Lake Elmo will meet with Valley <br />Branch, West Lakeland, Oakdale, and Cimarron to work on additional <br />storage sites. <br />Motion carried 5-0. <br />Verbal easements have been received. Documents are being drafted <br />for easements to pump along County right-of-way where the <br />pipeline will be laid. All necessary permits will be applied for. <br />ADJOURNMENT 9:10 p.m. <br />
