LAKE ELMO CITY COUNCIL MEETING, OCTOBER 7, 1980 -4- <br />.LITTLE SUNFISH./CTMA.RR.ON FLOODING PUBLI.0 IiFARTNG: T^ayor Armstrong <br />opened the public hearing at 8:15 p.m„ <br />Engineer Bohrer presented his Preliminary Report on Alterr.Lat.ives <br />to remove the flood waters from Little Sunfish and _protect the <br />Cimarron Treatment Pl.ant,. Alternatives include: <br />a flood protection dike around the treatment plant - estimated <br />cost $15,000; <br />2„ pumping the flood waters to Horseshoe Lake - estimated cost <br />$10,800; <br />3, construction of a controlled gravity outlet to Horseshoe <br />Lake - estimated cost $33,200. <br />The Engineer'stated several other alternatives were considered <br />but were not feasible. These are listed in his report. <br />The Engineer recommended Alternate 1 as an immediate means of <br />protecting the treatment plant this fall and Alternate 3 be <br />initiated in the spring of 1981 as a permanent measure, The <br />Engineer stated, without some improvement, the treatment plant <br />stands. a 90% chance of being flooded by the spring run-off. <br />Audience Comments: <br />Tom Noyes, Bonestroo and Associates, questioned the feasibility <br />of Alternate I and its impact with possible damage,on the <br />treatment tank if the water outside the dike surrounding the <br />plant were raised 5 ft. The Enuineer did not believe this would <br />be a problem unless the soil underneath the tank is saturateda <br />He does not believe this to be the case, :but, agreed this should <br />Pe.Studied.further. Noyes recommendM pumping be started, as <br />soon as possible. <br />Cimar.ron's position is that the City adopt Alternatives 2 and 3. <br />Mr. Taylor stated that if there is any possibility of getting <br />the pipe from Little Sunfish to Horseshoe in the ground before <br />winter it would be the best solution. <br />Mayor Armstrong said Alternate 3 cannot be initiated without <br />Valley Branch and DNR approval. <br />Mrs. Leslie asked where the additional nonding areas are in <br />Cimarron that were mentioned when the Citv considered using <br />Cimarron"s treatment plant? Mr. Noyes indicated he was not aware <br />of additional ponding areas on Cimarron's property. Additional <br />ponds were not considered necessary at the time. <br />Al Lehman, Civil Engineer, 3M - has been monitoring the water <br />levels on Tartan Park's property since 1975, He feels it will <br />be necessary to pump much more than the proposed 125 acre feet <br />because of ground water storage. Valley Branch has required <br />them to handle their excess water on -site and not discharge it <br />downstream. He expressed concern about damage to property in <br />West Lakeland, <br />Councilman Mottaz said he does not think permits from Valley <br />Branch and the DNR for Alternate 3 could be obtained before six <br />months. <br />
