LAKE ELMO CITY COUNCIL MEETING, OCTOBER 7, 1980 -6- <br />BROOKS SUPERETTE LIQUOR LICENSE: Mayor Armstrong recommended that <br />the Brooks representative contact the City Administrator on the <br />City''s licensing policy. (Note: this is not a State license. It <br />is a City license.) <br />RICHARD MILLER VARIANCE HEARING TO BUILD A GARAGE CLOSER TO THE <br />ROAD AT 11055 32ND STREET N.: <br />Mayor Armstrong opened the hearing at 9:45 p.m. Mr. Miller's <br />property is not wide enough to allow the garage to be placed next <br />to his residence. Access would be impossible to the south which <br />faces Lake Elmo. <br />The Building Inspector does not feel building the garage in this <br />location will cause any problems. Residents on either side of <br />Millers' sent letters indicating on objection. There was no one <br />in the audience for the hearing. <br />Armstrong moved, seconded by Mottaz, to approve a variance for <br />Richard Miller, 11055 32nd Street N., to build a garage in front <br />of the primary residence, 25 ft. from the road. Motion carried 5-0. <br />(plan attached) <br />S. ODIN OLSON - VARIANCE HEARING TO BUILD. A GARAGE 88 SQ. FT MORE <br />THAN THE ORDINANCE ALLOWS AND AT A HEIGHT 2 FEET HIGHER'.. THAN PERMITTED, <br />AND LOCATED CLOSER TO THE ROAb THAN THE PRINCIPAL. BUILDING, AT 7920 <br />HILL TR, N, <br />( Mayor Armstrong opened the hearing at 9:55 P.M. <br />l Mr. Olson proposes to build a 32' x 34' garage. He requests a variance from the <br />19000 sq ft. requirement for accessory buildings so that he can put his RV <br />k10/21/80 camper and other vehicles inside,* The garage will be 2 ft. higher than <br />the garagethe required 14 ft. to accomodate the RV, but will be lower than the house, <br />to be 2f t due to the terrain of the lot. Because of the configuration of the lot (1+ acres) <br />nigher thaitth Lake DeMontreville to the rear of the property, the garage cannot be <br />the max- placed behind or to the side of -the principal building. This house existed <br />Lmum 14f t before the current ordinance. <br />The Building Inspector recommended approving the three variances. There were <br />no audience comments. Letters from surrounding neighbors stated no objections. <br />Armstrong moved' seconded by Morgan, to approve the following variances for S., <br />Odin Olson: variance for anyadditional 88 sq ft.; variance for the garage <br />to be 2 ft. above the required lit ft; and a variance to place a. garage in <br />front of the principal building. Motion carried 4-1. Pott opposed. Pott <br />objects to the 88 sit, ft. variance from the 1,000 sq. ft. allowed by Code. <br />RENATE PUALSEN - CIVIL DEFENSE: Mrs. Paulsen submitted her resume and a proposed <br />Civil Defense and Disaster Plan. The Council explained this is a voluntary, <br />part-time job, at this time. Mrs. Paulsen asked if the City would pay her <br />mileage. Mayor Armstrong indicated this would be agreeable. The City has paid <br />all expenses in the past. Mrs. Paulsen will work with the are Chief, the <br />Administrator and the office staff to coordinate a plan. <br />Armstrong moved, seconded by Mottaz, to appoint Renate Paulsen as the Civil <br />Defense Director of Lake Elmo. Motion carried 5-0. <br />
