LAKE ELMO CITY COUNCIL MEETING, JANUARY 6, 1981 -9- <br />3. Swimming Beach - Administrator Whittaker advised the Council <br />that the County was reconsidering the plan for the swimming <br />beach and would report on that later. <br />4. South Access -Only, as stated earlier - The County has <br />agreed that a single access for the park is desirable. This <br />means that there would be only an emergency access from the <br />nort4 if any access from the north. <br />5. Klondike Avenue - The County indicated it will dedicate <br />the remaining portions of Klondike Avenue to the City once the <br />boat launch is resolved. In discussion Novak said that the <br />County should not permit any use of the park until there are <br />adequate parking facilities, adequate public facilities, and <br />there are adequate provisions for emergency services. Councillor <br />Mottaz reminded the Council that the City was working on a <br />formula to charge the County for emergency services; and encouraged <br />the Administrator to develop those rates as soon as possible. <br />Novak indicated that the fencing of the park was not complete; <br />and she felt this should be done as early as possible this spring. <br />Whittaker explained that the City Council had formally approved <br />a plan that included the acquisition of the parcels discussed <br />at the December City Council meeting. He said that it may not <br />be consistent to oppose this acquisition now, considering the <br />fact that it was part of a plan we once discussed in 1979. <br />The Council agreed that Novak and Eder should talk to the affected <br />property owners and find out if they object to the acquisition and <br />report back to the Council on the 20th. <br />Whittaker explained that the County was willing to permit us to <br />store water on Eagle Point Lake as planned for the next two <br />years. In the meantime, the County hopes that the City will <br />develop an overall Surface Water Management Plan so that planning <br />for surface water retention in -the park can be consistent with <br />that plan. There was no additional Council discussion on it at <br />this meeting. <br />ADMINISTRATOR'S REPORT: <br />A. Goals and Objectives Meeting - Mayor Eder suggested a goals <br />and objectives meeting January 27, 7 p.m. The City Council <br />approved. <br />B. Hockey - Lions Park - Morgan suggested that a second rink be <br />flooded to accomodate hockey. The Council.agreed. The Council <br />agreed that a phone should be put in the utility room to serve <br />emergency needs of the park shelter workers. The Council had no <br />special concerns about the Eder children selling pop at cost to <br />skaters. <br />''Workers" C. Wot4 aTtl-s Comp Insurance Bids - Mottaz moved, seconded by <br />amended 1/20 Morgan, to accept t e proposal from the League of Minnesota <br />81 Cities Insurance Trust as the low bidder. Motion carried 5-0. <br />
