CITY OF LAKE ELMO CITY COUNCIL MEETING, JANUARY 6, 1981 -10- <br />ADMINISTRATOR'S REPORT: D. New Supervisor School - The Council said <br />it did not feel the Maintenance Forman should be sent to <br />Supervisor School if he was going to retire within the year. <br />E. Public Officials Liability Insurance - The Council reviewed <br />the bid preparedwby the zigpego insurance Agency; and asked the <br />City Administrator to secure other bids for the January 20, City <br />Council meeting. <br />F. Resolution for Tom and Fran - Morgan moved, seconded by <br />Mottaz, to adopt -81-2 and R-81-3 commending Mayor Tom Armstrong <br />and Councillor Fran Pott for their service to the City on the <br />Planning Commission and City Council. Motion carried 5-0. <br />The Council agreed that a party in honor Mr. Armstrong and Mr. Pott <br />be held January 17 at 7 p.m. offering a buffet dinner at the <br />Marco Polo restaurant. The Council agreed that the City would <br />assume responsibility for any costs not covered by the fees <br />for the party. They expressed their concerns that the gifts be <br />of substantial quality. <br />G. Other - Animal Pound Charges - Mottaz,moved, seconded by <br />Eder to approve the changes requested by Dr. Ray Swanson for the <br />use of his facilities as a City Pound. The rate for monthly <br />service charge will go up from $35 to $40 and the rate for <br />disposal of dogs will increase from $8 to $10 per animal. <br />Motion carried 5-0. <br />H. Seminar for Newly Elected Officials - Morgan moved, seconded <br />by Mottaz,'to pay the expenses for Novak and Fraser to attend <br />the Conference for Newly Elected Officials. Motion carried 5-0. <br />COUNCIL REPORTS: Mottaz and Morgan indicated they had no report. <br />Novak asked that the Administrator find out if DNR requires a <br />permit to cut diseased or dead trees from the lake at any time. <br />Fraser asked that an amendment to the Surface Water Use Ordinance <br />be considered. The amendment would provide a period,probably <br />1 to 4 p.m., for no wakes. She said the present ordinance <br />provides a time for powerboats, water skiers; and fishermen, <br />but forgot the sailors. She did not think it would be unreasonable <br />to reserve at least two hours and possibly three during the hours <br />when sailing is possible. Morgan indicated he was not opposed; <br />but, said, he thought it might become difficult to enforce this <br />ordinance. He asked that the Council wait until January 20 to <br />consider the amendment. Mottaz said that we have already established <br />hours that must be enforced and felt that additional hours would <br />be no more difficult. The Council agreed to reconsider this matter <br />at the January 20 meeting. <br />Whittaker asked if there were any questions on the correspondence. <br />He advised the Council that he had ordered a replacement for the <br />siren timer at the Fire Hall and that Christ Lutheran Church had <br />( donated $100 to the City in lieu of taxes. <br />ADJOURN: Morgan moved, seconded by Mottaz,.to adjourn the meeting at <br />11:29 p.m. Motion carried 5-0. <br />
