LAKE ELMO CITY COUNCIL MEETING, JANUARY 6, 1981 -3- <br />OLINGER: Novak moved that the list of equipment <br />become the limit of non -conforming use; that the use be permitted <br />as long as Olingers' screen it from neighboring residential use; <br />that the vehicles are parked in an orderly fashion. After some <br />discussion she withdrew her motion for a lack of a second. <br />Mr. Phil Tschumperlin told the Council that although the use <br />of the Olinger property was not really different than it had <br />been there was an increase in the vehicle storage. He said that <br />if the property was properly screened and if there were a time <br />limit set on the mining he would withdraw his objections to their <br />use of the property. He also felt that a pile of miscellaneous <br />wood should be cleaned up and that the pontoon boat that is being <br />Amended 1/20 stored outside should be moved. Mr. and Mrs.*Ed Slindy were <br />Ed Slinde present and said they had no objections to the extent and intensity <br />of the use Mr. Olinger put the property to. <br />Mottaz moved, seconded by Novak, to table the request for a <br />Mining Permit until the site plan and schedule for the mining <br />was submitted and a timetabe+for removal of the black dirt <br />was submitted. This application should include a plan for <br />screening. Dan Olinger said that the black dirt was going to <br />be used to cover the mining so that the removal would depend <br />on the progress in mining the dirt. The Council indicated in <br />discussion that they wanted to spell out all the conditions <br />for the use of the property to avoid this kind of problem in <br />the future. <br />Motion carried 5-0. <br />CITY OFFICE REMODELING: After some discussion the Council agreed they <br />did not have enough information on any of the alternatives to <br />take any action. Mayor Eder suggested that a committee of two <br />Council people, the City Administrator, and the Building Inspector <br />be formed to review the alternates and make a recommendation to <br />the Council as early as possible. <br />Morgan moved, seconded by Fraser, to appoint Jess Mottaz and <br />Maynard Eder to the Committee to work with the City Administrator <br />and Building Inspector. Motion carried 5-0. <br />ANNUAL ORGANIZATION MEETING: <br />A. Mottaz moved, seconded by Fraser, to appoint Dave Morgan as <br />acting Mayor. Motion carried 4-0-1. Morgan abstained. <br />B. Official Depositories - Mottaz moved, seconded by Novak, to <br />appoint the State Bank of Lake Elmo, Washington Federal of Oak <br />Amended 1/20 Park Heights, and Midwest Federal*rrs Eastern Heights Branch as <br />official depositories for the City for 1981. Motion carried 5-0. <br />C. Legal Paper - Fraser moved, seconded by Morgan, to designate <br />Amended 1/20 the Washington,County review as the official legal newspaper for <br />1981. 'Mo ion carried 5-0. Councilmember Fraser suggested that <br />the following comment be made in our notification to Lillie that <br />they are the legal newspaper. "TAllie Suburban Newspapers are <br />asked to develop a sensitivity to archaic and outworn customs <br />which fail to recognize the existance of women on the City Council; <br />and to develop policies of usage and style which are appropriately <br />Amended 1/20 inclusive„" *,as the Reviow had addressed a letter to the Council <br />81 with "Gentlemen". <br />
