LAKE ELMO CITY COUNCIL MEETING, JANUARY 6, 1981 -4- <br />D„ City Consultants - Mayor Eder suggested that, he and Council - <br />member Frasere given three months to become familiar with the <br />City Engineer, City Attorney and the City Planner. He suggested <br />the present firms be reappointed for those several months; and <br />that official annual appointments be made after this time., Mottaz <br />said that all City consultants had been reviewed in the past <br />several years except the City Attorney,, therefore, he felt the <br />City should request proposals for a new City Attorney. <br />Motta? moved,, seconded by Morgan, to advertise for bids for <br />law firms to "represent the City,. in discussion Patrolman <br />Gary Swanson said that he felt the present City Attorney did <br />an exceptional job on prosecutions and would highly recommend <br />retaining :the firm of Lawson, Raleigh and Marshall„ Mottaz <br />said he had no problem with the work but felt that all con- <br />sultants should be reviewed periodically and that this was <br />overdue for the City Attorney. Novak said she would like a <br />summary of all the hourly rates for all the consultants so that <br />she might compare these. Mayor Eder said it would be hard to <br />evaluate consultants on an hourly rate and that he would still <br />like to postpone this review at least three months so that he <br />Amended 1/20might get to know the presentx.Gpa ca.-1-, Mottaz said that all <br />81 the Council people know the members of this firm fairly well <br />'Renate" and that he felt that a. review could be accomplished now. <br />Fraser said she would like to wait a few months also. <br />Motion failed 2-3. Eder, Fraser and Novak opposed. <br />Morgan asked if the City normally requested bids for insurance <br />as it bad done with Consultants and other City matters? City <br />Administrator Whittaker informed him that the Council had <br />historically taken bids every three years on insurance; and <br />had taken bids a year ago for the whole insurance package. <br />Eder moved, seconded by Fraser, to appoint the Engineer, Attorney, <br />and the Planner for three months; and to evaluate thai.r performance <br />after those three months for permanent appointment. Motion carried <br />5-0., <br />G. Civil. Defense Director_ - Morgan moved, seconded. by Fraser, <br />'Amended 1/20"to reappo n� Renato C� Pason, Civil. Defense Director for 1981. <br />81 Motion carried 5-0. <br />Morgan moved, seconded by Mottaz, to authorize the expenses <br />necessary for the Civil Defense Director and. Fire Chief to <br />attend a seminar on Civil Defense. Motion carried 5-0. <br />H. city Admi.nistrater's Contract - The Council discussed revising <br />several paragraphs of'the contract. <br />Fraser moved, seconded by Novak, to change paragraph, three on page 1 <br />to read "as is shown on the present contract, including knowledge <br />of local government- operations and procedures, -",and to continue <br />reading,"L-he ability to manage municipal employees fairly and <br />productively, to work with the public fairly and productively in <br />City affairs, and to coordinate planning and developments," and to <br />continue as the present contract reads,'bollect materials and. analyze <br />'and" amended situations for proper reporting to the City Council;'qpcis willing <br />1/20/81 to act as City Administrator in accordance with his best and most <br />efficient methods." Motion carried 5-0. <br />
