CITY OF LAKE ELMO CITY COUNCIL MEETING, JANUARY. 6, 1981 -5- <br />Admini.stra.tor's Contract - Eder moved, seconded by Novak; to <br />delete the work ''seek' from paragraph two, pago two "TERM", line <br />three. Motion carried 5-0. <br />The Council agreed that a 60 day notice requirement is normal and <br />acceptable. <br />Mottaz moved, seconded by Morgan, to amend paragraph four B on <br />page three to reflect that the Administrator's insurance will <br />be adjusted as the insurance is adjusted for all employees. <br />Motion carried 5-0. <br />Mottaz moved, seconded by Morgan, to approve the Contract with the <br />City Administrator_ as amended. Motion carried 5-0. A copy of <br />this contract is attached to and hereby becomes a part of these <br />minutes. <br />I. Commissions: Appointments and Reporting Policy - <br />1. Planning Commission Appointments - Fraser indicated that <br />she would like to review several things with respect to <br />appointments, communications, expectations, and goals for <br />the Planning Commission before considering appointments to <br />the Planning Commission. <br />Fraser moved, seconded by Novak, to delay the consideration <br />of appointments to the Planning Commission and the Park <br />Commission until after the goals and objectives meeting; and <br />to ask the present members to stay on the Commission until <br />they are reappointed or replaced. Novak reminded the Council <br />that the City had a policy on absenteeism with respect to <br />committee appointments. Morgan said he felt reappointment <br />of present members should not be contingent upon this discussion <br />about commission policies. Fraser indicated that she would <br />be willing to reappoint present members but would like to <br />withhold discussion on new appointments until after the goals <br />and objectives session. <br />Fraser withdrew her motion, Novak withdrew her second. <br />Mottaz moved, seconded by Morgan, to reappoint Leroy Forsblad, <br />Betsy Halden and Nancy Prince to full three year terms and <br />to move Vicki Gifford from alternate to the unexpired term <br />of Laura Fraser as a full member. Motion carried 5-0. <br />2. Park Commission Appointments - <br />Mottaz moved, seconded by Novak, to reappoint Ed Nielsen, Sue <br />Dunn and Dave Morgan to full three year terms on the Park <br />Commission. In discussion, Fraser indicated that she had <br />two problems with this motion. First, she f.elt:.it was not <br />appropriate to have a City Council person serving on an <br />advisory commission and secondly, she felt that this appointment <br />would be illegal under common law. She believes that Councillor <br />Morgan automatically lost his seat on the Park Commission when <br />he was elected to the City Council and that the Park Commission <br />DL member"shorthas been operating without a Chairman,*pp man short, since <br />mended 1/20/81 his election to the City Council four years,ago. Mottaz in- <br />dicated that former Mayor Armstrong had found that the <br />Attorney General's opinion sited in the Handbook for Statutory <br />Cities referred to Park Boards only and not to Commissions. <br />
