LAKE ELMO CITY COUNCIL MEETING, FEBRUARY 17, 1981 <br />Mayor Eder called the meeting to order at 7:05 p.m. <br />Councillors in attendance: Fraser, Mottaz, and Novak. Also Administrator <br />Whittaker. <br />AGENDA: Delete - Patti Homes; Add - Vending Machine License; Civil <br />Defense Siren in Tri-Lakes; and Ag Rezoning Fee. <br />Eder moved, seconded by Novak to approve the Agenda as amended. <br />Motion carried 4-0. <br />MINUTES: January 20, 1981 - Novak moved, seconded by Mottaz, to amend <br />the minutes of January 20, 1981 to reflect approval of <br />Resolution 81-4A, Downs Minor Subdivision. Motion carried 4-0. <br />February 3, 1981 -- Corrections - Page 3, 201 Grant to reflect <br />approval by Resolution 81-5. Page 3, Ellen Kolcinski. <br />Mottaz moved, seconded by Novak, to approve the minutes of <br />February 3, 1981, as amended. Motion carried 3-0-1. Fraser <br />abstained. <br />CLAIMS: Additions - International Harvester - remaining 10% for <br />Fire Truck Chasis $2,762.80 <br />Renate Paulson - Natural Diaster Conference 11.00 <br />VBWD - 1003 & 1004 3,726.37 <br />Mottaz moved, seconded by Fraser, to approve Claims 81151 <br />thru 81198, including additions. Motion carried 4-0. <br />1003 & 1004 BILLS & EMERGENCY REIMBURSEMENT: George Hedges, Valley <br />Branch Board, explained the audit fee and administrative <br />and coordination expense. The final amount due Valley <br />Branch for Project 1003 and 1004 is $3,726.37. <br />Mottaz moved, seconded by Fraser, to authorize final payment <br />for Projects 1003 and 1004 in the amount of $3,726.37. <br />This to be included on the February 17, 1981, Claims list. <br />Motion carried 3-0-1. Eder abstained. <br />Mayor Eder explained the Emergency Fund and Lake Elmo's <br />$900 share. The Council asked about receiving the emergency <br />funds available to communities up -stream, who contributed <br />to the City's flooding. The Administrator said these com- <br />munities have been contacted but no response, delegating <br />their portior3,has been received. Mr. Hegdes said the Board <br />can not assign funds from other communites without their <br />authorization; and reported that the Emergency Fund no <br />longer exists. <br />Mr. Hedges explained the pipe rental. The City owes valley <br />Branch $637 for pipe rental that had not been billed to the <br />from - amend City. This amount can be deducted*for the $900, leaving <br />373781 $243 due Lake Elmo from Valley Branch. The Council agreed <br />to these figures. This will close the books an Projects <br />1003 and 1004. <br />
