LAKE ELMO CITY COUNCIL MEETING, FEBRUARY 17, 1981
-2-
WELL #2 - FRAN POTT: Mr. Pott distributed a summary report on the
proposed second well site. He reviewed the summary and
explained what steps will need to be taken and what issues
will need to be resolved with Joe Rogers. A letter of
intent is being prepared for Mr. Rogers signature. Theā¢
estimated project cost is $30,250. Mayor Eder accepted
Mr. Pott's report for Council consideration.
Mottaz suggested contacting the State Health Department
before proceeding. Also, he would like a response from
Mr. Rogers insurance company on the location of the water
line and hydrant.
The Council proposed the following steps:
1. Contact Joe Rogers - get letter of intent and opinion
from his insurance company.
2. Contact the State Health Department - verify if this
well is suitable for use and what requirements the
City must meet.
3. Secure the easement to permit testing of the well (Pott
suggested testing for chemicals that may have been
.used by the company in the old creamery. The Council
agreed.)
if the Administrator can resolve items 1 and 2 by March 3,
he will then request Council authorization to test pump
the well.
COUNCIL REPORTS:
A. Mayor Eder - Office Remodeling - The Council reviewed
the evaluation sheet outling the five options considered
by the Building Committee. Mottaz reviewed the committee's
recommendations and detailed why the committee felt the
landfill site would provide the best location for the pro-
posed City Office. Fraser questioned moving the City
Office out of the Old Village and would like some feed-
back,.from the;.peolble on the alternatives before making
a decision. Novak oppossed relocating the City Office
outside the Old Village area. She feels the landfill
area is strictly residential and is not set up for this
type of use. She thinks there is potential for expansion
within the Old village and asked what the committee is
projecting for future office needs. Mayor Eder said
the report is to keep the Council aware of the alternatives
being considered; but any suggestions will be considered.
Fraser asked about a rental/lease agreement in Brockman
Addition. Administrator Whittaker suggested approaching
Don Raleigh+,w.ith this proposal again. The Council agreed.
The Council further discussed remodeling vs a new building.
This will be discussed again at the March 3 meeting.
B. Councillor Fraser - No report.
