LAKE ELMO CITY COUNCIL MEETING, MARCH 17, 1981 <br />-3- <br />LITTLE SUNFISH: The Administrator recommended sending -a- -- <br />letter to Mn/DOT to explain their share of the assessment <br />and to give them an opportunity to respond. The Council <br />agreed. <br />Morgan moved, seconded by Novak, to accept the report listing <br />the parcels that are owned by Mn/DOT and hold a public <br />hearing on April 7, 1981, at 8 P.M. on the revised assessments. <br />Motion carried 5-0. <br />C. Legion Pond - There were no changes or additional cor- <br />respondence on this assessment. <br />Mottaz moved, seconded by Eder to adopt R-81-19,, to adopt <br />the assessment roster and assessment for Legion Pond, as <br />presented. Motion carried 5-0. <br />D. Beutel Pond - The Administrator reviewed the revised <br />assessment roster and indicated that adjacent parcels had <br />been combined. The Engineer checked the Chlebeck property <br />and determined that only a portion of that parcel (1/2 acre) <br />should be included in the assessment area. The revised <br />roster will be sent with the hearing notice. The hearing <br />will be April 7, 1981 at 7:30 p.m. <br />WATER MAIN FEASIBILITY HEARING: Engineer Bohrer reviewed the <br />proposal and distributed copies of the Feasibility Report. <br />Earl Goerss, Gene Peltier and Clarence Urtel petitioned the <br />City to extend the existing watermain on Lake Elmo Avenue <br />to serve their properties. <br />The Engineer estimated the cost for the project at $74,640. <br />The estimated assessment rates would be $41.25 per foot plus <br />a $680 hook-up charge. The estimated cost would be the same <br />for running the line along the east or the west side of Lake <br />Elmo Avenue. <br />Audience Comments: <br />Gene Peltier - asked if there would be any benefit in using <br />the shoulder on the west side of Lake Elmo Avenue until it <br />was necessary to go into the road right-of-way. <br />Engineer Bohrer said this would create a considerable jog in <br />the line, easements would be necessary, and would not <br />result in any savings. <br />Earl Goerss - expressed surprise at the estimated cost. He <br />does not feel it is fair that the residents on the east side <br />of Lake Elmo Avenue should be assessed double, since the <br />land on the west side of the street is unbuildable. He feels <br />the City should share in the cost. He questioned whether the <br />railroad paid for half of the assessment when a line was put <br />down 33rd Street. If residents put in water, why should they <br />assume the entire cost. <br />
