LAKE ELMO CITY COUNCIL MEETING <br />APRIL 21, 1981 -5- <br />PLANNING COMMISSION REPORT: <br />A. Tartan Meadows - Final Plat- The Council reviewed the Planning <br />Commission recommendation to approve the final plat. Engineer <br />Bohrer reviewed the construction plans and specifications, found <br />them in order, and recommended they be approved. The Engineer <br />also reviewed the revised final plat. He=recommended three re- <br />visions: 1. that the drainage and utility easements between lots <br />4 and 5 and between lots 7 and 8, Block 3, would also serve as <br />access to the park property and, therefore, access easements should <br />be deeded to the City; 2, that, the. centerline radius of the two <br />horizontal curves on Leward Avenue be increased to 200 to allow <br />a more gradual curve; and 3. that the plat should indicate each <br />lot corner stake and not just the block corners, as indicated. <br />The Engineer also reviewed the proposed deed description for the <br />temporary cul-de-sac on the west end of 12th Street; and said the <br />description was in error and should be revised. He recommended that <br />the developers bond be set at $145,000. The developer's engineer <br />reviewed the estimate and agreed with the bond amount. <br />Novak moved, seconded by Mottaz, to adopt R�81-28, "A Resolution <br />approving the final plat and accepting the plans and specifications <br />for Tartan Meadows; and authorizing the Mayor and City Administrator <br />to execute the development agreement and Final Plat subject to <br />meeting the requirements set forth in this Resolution." <br />Motion carried 4-0. <br />B. Rossow Rezoning - Administrator Whittaker reported that the <br />Planning Commission held the public hearing on the rezoning request <br />and recommended against rezoning the property. He indicated that <br />there is still interest among some Planning Commission members <br />to further discuss the 36 Corridor for long range consideration of <br />permitted uses for that area. He outlined the commissions reasons <br />for their recommendation and the reasons of the applicant for <br />wanting the property rezoned. <br />Mottaz moved, seconded by Novak, to accept the Planning Commission's <br />recommendation to deny the rezoning request for Lee Rossow and <br />Tim Dwyer. Discussion: The Administrator briefly commented on <br />the opinions expressed by residents along the corridor. Morgan <br />stated the corridor is not the question presently before the Council. <br />Morgan, Mottaz, and Novak agree that there are alternative uses for <br />this area, that there are adequate areas for General Business in the <br />City where there are adequate public services, and that past <br />discussion and decisions by the Council have adequately covered the <br />question of the 36 Corridor. Fraser stated she was at the Planning <br />Commission meeting when the recommendation was made, heard the <br />various discussions, and concurs and supports the recommendation. <br />Motion carried 4-0, <br />C. Robert Schoenecker - Simple Lot Division - The Council reviewed <br />the Administrator's comments and the Planning Commissions recommendation <br />to approve the simple lot division. Each lot will be about 1.95 acre. <br />Morgan moved, seconded by Mottaz, to adopt R-81-29, "A Resolution <br />approving the simple lot division 'of Robert`Schoenecker, 9302 <br />Stillwater Blvd, describedas follows:_ <br />
