CITY OF LAKE ELMO BOARD OF REVIEW; JUNE 3, 1981
Councillors present: 2:30
to
5:30
- Novak, Eder and Mottaz
5:30
to
7:30
- Fraser and Eder
6:00
to
7:00
- Morgan
ASSESSORS:
Ray Durrow
9120 Hudson
37034-2460
Valuation:
Blvd
$62,300
June 16, 1981 Council
action. Change the
classification to Ag.
Sally Zoller and David Stephen
Questioned the valuation. The Durrow's have a
life estate with Dayton Hudson to live on the
property. They cannot sell the property; but
could move the house if they would move. The
house is 125 years old. They live on three acres
that are still part of the 60 acre farm they sold
to Dayton Hudson. They pay a life estate tax of
$200. They do not feel they should have to pay
the same amount of taxes as someone who could
sell their property. They questioned double
taxing of the property stating Dayton Hudson
is taxed on the 60A; and they are taxed on their
three acres. The life estate provision is on the
three acres, only.
The Assessors said the parcel and house still have
value and they cannot change the value. The parcel
is presently taxed residential.
ASSESSOR ACTION: None
COUNCIL ACTION : Mayor Eder recommended the Assessor
research this situation and make a recommendation
to the Board.
ASSESSOR RECOMMENDATION: The Assessor checked the
records and determined that Dayton Hudson pays taxes
on 57 acres. The Durrows are paying taxes on the
3 acres. No comment was made about changing the
classification to agrigultural.
Gerald Wulfing Questioned the 32% valuation increase. He does
8196 38th St. not feel the home would sell for $82,000. The
37095-4200 increase in value will double his taxes. The home
Valuation: $82,660 was revalued this year. Previous increases over the
past three years were blanket increases. Mr. Wulfing
said he has an appraisal done last year and the amount
was $75,000.
ASSESSOR ACTION: The Assessor recommended Mr. Wulfing
bring in his written appraisal and consideration will
be given on an adjustment.
COUNCIL ACTION: None
ASSESSOR RECOMMENDATION: The assessor viewed the
house and recommended no change. The valuation is
in line with the square footage and because there is
a pool. An adjustment will be considered if an
appraisal is brought in.
drs. Ranallo Questioned the assessed value of the home. Home
8643 Stillwater Blvd. is 35 years old and feels it is the highest valued
37021-3000 in the area. The Assessor gave a breakdown of the
Valuation: $57,780 home assessment. Mrs. Ranallo said there is no
kitchen in the basement as indicated on the record.
