LAKE ELMO CITY COUNCIL, JULY 7, 1981 <br />Mayor Eder called the meeting to order at 6:21 p.m. <br />ROLL CALL: Fraser, Morgan, Mottaz, and Novak. Also, Administrator <br />Whittaker was present. <br />AGENDA: Whittaker requested the Council add the Friend easement, <br />the Legion Avenue Sewers, and Kroy Industry to items to <br />be considered under the Engineer's report. Legion Ave- <br />nue would, then, be eliminated under Old Business. He <br />asked the Council to consider hiring temporary employees <br />under the Administrator's report; and said he also had <br />an announcement. Morgan asked to add consideration of <br />the Lake Jane Access and the Lion's Park Tennis courts <br />under Council Reports. <br />Fraser moved, seconded by Morgan, to approve the Agenda <br />as amended. Motion carried 5-0. <br />MINUTES:. June 16, 1981 .. <br />Fraser asked that the minutes reflect the discussion <br />about salary range for paragraph A on the top of page <br />6. They should read, "The salary range established for <br />the position was $19,500 to $23,500. The Committee <br />expects a good candidate can be tired for $20,000 to <br />$20,500". <br />Fraser moved, seconded by Mottaz, to approve the <br />minutes as amended. Motion carried 4--0-1. Morgan was <br />absent at that meeting and abstained. <br />June 2, 1981 - <br />Novak moved, seconded by Morgan, to approve the minutes <br />of the June 2, 1981, City Council meeting. Motion <br />carried 5-0. <br />CLAIMS: Whittaker explained that the fuel tanks at the new <br />garage had to be moved because of high water table; and <br />that the additional cost of installing the tanks was due <br />largely to this. <br />Morgan moved, seconded by Mottaz, to approve Claims #81507 <br />through #81560. Motion carried 5-0. <br />OFFICE PLANS: Mottaz said, that while another alternative had come up <br />since the Building Committee met, he wanted to present <br />the recommendation of the Committee; and he wanted the <br />Memo on the Committee's report to reflect that the Memo <br />was from the Committee and had been approved by both <br />Committee members before it was sent to the Council by <br />the Administrator. <br />Mottaz summarized the recommendation to build a new City <br />Office in Lion's Park. Mottaz moved to adopt the Lion's <br />Park proposal. Eder seconded the motion to allow for <br />discussion. Morgan said he had expressed his concerns <br />about the Lion's Park proposal to everyone on the City <br />Council. He is opposed to the use of Lion's Park for <br />
