LAKE ELMO CITY COUNCIL, JULY 7, '1981 12-
the City Office because he feels the park should remain
an active area for younger children and because there
have been many improvments in the park in the past few
years. He opposes the move, too:.;, because it would cost
a lot of money to move the ballfields; and, though the
Park Commission had talked about creating a ballfield
complex in West Sunfish Park, they had no definite plans
for the improvements at this time. The park shelter would
not serve the purposes it was designed for.
Novak said this area had been historically a park; and
that the proposal would not really expand park facilities.
She said children use the park extensively in fall and
winter; and, she wanted to preserve the park for this use.
She also said she does not want to sell the present office
because she has seen too many fire halls hemmed in when
City's have sold off property they did not think they
would need.
Fraser said she could not go along with this alternative
even though she would like to see a resolution of the
issue. She said moving the ,facilities would cost too
much and residents want the park where it is with the
facilities it has in it.
Morgan said the Park Commissioners he had talked with
were very negative on the idea. Eder suggested the "
Council consider a citizens committee to deal with al-
ternatives. The Council said they had probably con-
sidered most alternatives already; and that the Council
must resolve this themselves.
Mottaz withdrew the motion and Eder withdrew the second.
Morgan suggested the Council reconsider remodeling the
City Office, spend whatever it takes to provide adequate
facilities for the employees, and consider tearing off
the old garage if that is necessary to make an attractive,
functional office.
Fraser said the Council would have another alternative
if they would consider using it's power of eminent domain
to acquire the old Town Hall site. She said everyone had
agreed that this site was the.best location for the office.
It would cost a little more; but, some other proposals
have been expensive. It is continuous to the present
site; and, would have ---room to expand on that site.
The Council agreed that they needed a work session to
find a solution to the office problems; and scheduled
a special City Council meeting for July 14, 1981, from
7:00 to 9:00 p.m. They suggested the Administrator try
to summarize the pros and cons of each site in graph form
for that meeting.
COIN BOXES, TENNIS COURT LIGHTS: Whittaker advised the Council that
replacing coin boxes on the Pebble Park Tennis Courts
