It was <br />intended to be an easement for a private driveway <br />only. Novak expressed concern over the private road <br />given current assessment problems. Mottaz said that <br />granting these Variances might result in a prolifer- <br />ation of short private streets that serve very few <br />properties, cannot be extended, do not fit into any <br />over-all street plan, and make it difficult to pro- <br />vide City services. He also said that, if we allow <br />Klatke to do this, the other property owners in the <br />plat should be able to; and that the City could end <br />up with two or three short streets very close together; <br />and several undersized lots. <br />Eder suggested all the neighboring property owners <br />get together and develope an'.over-all street plan and <br />plat for the vacant land. This would prevent many of <br />the problems that concern the City Council. <br />Mottaz moved, seconded by Novak, to deny the request <br />for Minor Subdivision of Lot 3, Huppert Add., and all <br />Variances requested. Motion carried 4-0-1. Fraser <br />abstained, <br />FAIRVIEW SIGN, CUP FOR ADVERTISING SIGN: After a brief discussion, <br />Eder moved, seconded by Morgan, to refer this request <br />back to the Planning Commission so that the Commission <br />might state the reasons it considered in recommending <br />the Variance from the minimum distance between signs <br />requirements. Motion carried 5-0. <br />GROBNER VARIANCE: Mr. Richard Grobner, 10867-33rd St. No., re- <br />quested a Variance from the requirement that previously <br />platted lots meet 60% of the required lot size for the <br />?Zoning Districtras he has two adequate drainfield sites, <br />has over 100% of the average lot size in the neighbor- <br />hood, and meets all requirements of the City Code ex- <br />cept the lot area rdquirement. He explained that the <br />lot had been surveyed in 1962; and been a parcel of <br />record at least since that time. <br />Mottaz moved, seconded by Morgan, to adopt RESOLUTION <br />81-47, "A Resolution granting a Variance from the 60% <br />rule for lot area for Tract 4 of Lot 4, Block 3, Lake <br />Elmo Park". In discussion, the Council assured Mr. <br />Alex Kovulchuck that the sewer would be inspected to <br />insure the fluent does not run down the Bill into the <br />Lake or neighboring property. Motion carried 5-0. <br />RENATE PAULSEN, CIVIL DEFENSE PLAN: Mrs. Paulsen presented the <br />( draft Civil Defense Plan to the City Council. She <br />said the draft included only the basic elements of a <br />Civil Defense plan required by the State; and that <br />"annex" plans need to be developed for each specific <br />
