LAKE ELMO CITY COUNCIL — AUGUST 18._1981 <br />M/S/P Eraser/Novak to elect Councillor Mottaz to serve as acting Chairman in the <br />absence of Mayor Eder and Assistant Mayor Morgan. <br />1. Acting Chairman Mottaz called the meeting to order at 7:10 p.m. <br />PRESEYP — Novak, Eraser, and Morgan (7:15); Administrator Whittaker. <br />2. AGENDA — Additions: Zona Rulter—Cable Commission Meeting Report; Announcements <br />under Administrator's Report; Two additional licenses. Deletion: 5.,B. <br />M/S/P Mottaz/Eraser, to adopt -the Agenda, as amended. <br />Morgan arrived 7:15 ;p.m. <br />3. MINUTES — July 14t 1981 - <br />M/S/P Novak/I'raser, to accept the minutes of July 149 1981, as written. <br />August 49 1987, <br />M/S/P Ilraser/Novak, to accept the minutes of August 4. 1981, as amended. <br />The following reasons and comments to be included as clarification . <br />of Council action on the Gun Club: <br />1;, '1'he proximity of the gun range to the Regional Park. <br />2. The proximity of the gun range to a developed neighborhood, Cimarron. <br />3. T,ie proximity of the gun range to two residentially platted parcels <br />4. The location of the range in a residential area. <br />5. Time to evaluate the original permit to verify whether current use <br />is conforming to the limitations originally imposed. <br />6. The noise factor needs to be reviewed. <br />7. Appointment of range safety officers. <br />Councillor Eraser attended the June 22 Planning Commission meeting to express <br />her opposition to the proposed expansion, and heard all the testimoney <br />presented by the Club and residents. <br />4. CLAIMS — M/S/P Novak/Mottaz to approve claims 81665 thru 816769 as amended. Addition- <br />81676 Jerome Pder — Pire Chief Conference -- $75 <br />CABLE TV COMMITTEE MEETING — Zona Bulter <br />Ms. Butler gave a brief review of the meeting. She stressed to the Council <br />the importance of delegate attendance. If the delegate does not attend <br />the meeting,the alternate cannot vote. She also reported that Oakdale is <br />considering dropping out of 'the joint commission and the effect this <br />action could have on Lake Elmo. Administrator Whittaker will attend the <br />next Oakdale meeting to try said persuade them to remain in the joins; <br />commission, explaining the ramifications such action would have on Lake <br />Elmo. <br />A Needs Assessment Quostionai.re will be distributed to the Community. <br />Zona Butler offered to handle these questionaires in the Cimarron area. <br />5. COUNCIL REPCRTS: <br />A. Mottaz — Gun Club — Bxpressed the necessity of clearly establishing <br />the Council objections to the Club's proposal in order to give the Mayor <br />and Administrator some direction for their discussion with the Gun Club. <br />Ile recommended scheduling a meeting with Connie Levi; and, at that time, <br />request some State legislation to set up State rules governing the <br />development and use of rifle ranges and gun clubs. <br />Whittaker will serO Representative Levi a letter stating the Coun ills <br />views and concerns and requesting she attend a, Council meeting in he near <br />future. <br />
