LAKE ELMO CI'T'Y COUNCIL MEETING — 8/18/81 <br />Page 2 <br />5. COU11CIL REPOTS: <br />A. of ,,— Fall Clean U — Recommended a Fall Clean —Up, charging <br />a total .fee for the service. Several Councillors agreed with the suggestion. <br />This will be discussed at the Budget meeting. <br />Com sedan — Mottaz asked about the status of Met Council approval <br />of the Comp Plan. <br />Whittaker said they are presently "sitting on us"; but, he expects to hear <br />from them within a week on what -remaining data the City still <br />needs to s'ixbmit in order for the plan to begin the review. He will pursue <br />this matter and keep the Council informed. <br />B. Fr — Cable T.V. — Deleted <br />C. Mor an — Basketball Court — Lions Park — Morgan reported that the only <br />concern that the Park Commission had was the size of the basketball court; <br />it is larger than they anticipated. <br />Whittaker recommended the Council act on the proposal, subject to Park <br />Commission review. IIe discussed the proposal with Tom Monette, who <br />indicated the proposal was'in the ballpark' and included all the items <br />requested in the bid. Whittaker will verify the actual blacktopped area <br />of the basketball court for Morgan. <br />M/S/P Mottaz/Morgan, to accept the proposal from T. A. Schifsky for the <br />basketball court and bang boards in Lion's Park, subject to Park Commission <br />review. <br />D. Ma or Eder — Dinner for Park and Planning Commissiona—Whittaker reported <br />the Mavor suggested the Council invite the demmi6sions to_a Council meeting <br />to discuss problems or questions they may have; then, take them out to <br />dinner. He suggested.a futurist speaker provide a program after dinner. <br />The Council di.reated the Administrator to proceed with, the Mayor and <br />plan .a joint dinner meeting with the Park and Planning Commissions. <br />Elmer Richert°s Retirement Party— `The Administrator reminded the Council <br />of Mr. Rich.ertts Retirement Party on August 28, at 6:30. Any gift suggestions <br />should be forwarded to the Mayor. <br />6. BOARD OF MANAGKIS, VBWD — . <br />A. Petition for I— I Outlet — <br />Dick Murray presented the next proposed 'Valley Branch project; 4 joint <br />agreement with the Watershed District and Me/DOT. The project proposes <br />to jointly use the storm water drainage that Mn/DOT will construct along <br />the I-94 Corridor. This proposal circumvents the original Valley Branch <br />plan to follow the natural drainage through the Lake Edith area, down <br />the Valley Branch Creek to the St. Croix. The present proposal will <br />take the water from the West: Lakeland storage site, divert it underground, <br />through conduit to the Barton gravel pitt' then, continue along the I-94 <br />corridor and finally discharge it into the St. Croix River just north <br />of the Highway 95 interchange. <br />Before Valley :Branch can initiate this project they need a petition <br />guaranteeing the Preliminary Fund. The estimated Preliminary Fund for <br />the project is $609000. Lake Elmo is asked to commit $6,000. &, Murray <br />gave a further breakdown of the Project Cost and estimated.local share. <br />IIe emphasized that the Preliminary Fund is low because Mn/DOT is paying <br />a major share of the costs. <br />
