LAIM, ELMO CITY COUNCIL - 8/18/81 <br />Page 5 <br />8, PlE2SONNEL COMMITTEE REP(ET - 11reser:made the following recommendations; developed <br />by the Personnel Committee and per the Administrator's memo of August 14y 1981s <br />A. Maintenance Foreman/Superintendent - <br />M/S P Fraser Novak to employ Rolle Mazes as Maintenance;Foreman/Superintendent <br />as outlined in the Administrator's Memo of August UL. <br />B. Accountant II - Fraser briefly explained the basis for reclassifying <br />Marilyn Banister. <br />M/S/P Fraser/Morgan to reclassify Marilyn Banister's position to Accountant II, <br />as of January 19 1982. <br />The reclassification will serve as Mrs. Banister's 1982 salary increase. <br />C. Job .Descriptions - Fraser explained that the Committee went over the <br />job descriptions in their draft form; but have not gone over all the <br />descriptions as a committee, as yet. <br />M/S/P .T"raser/Morgan to approve the revised job descriptions for Maintenance <br />Foreman/Superintendent, Accountant II, General Maintenance A, and General <br />Maintenance Operator B. <br />D, Pav Plan Concepts - <br />Motion by Fraser , to recommend aooeptaneq by the City_Counncil, of -the Pay Plan <br />Concepts, as outlined in the August 1LE, 19819 Administrator's Memo. <br />Comments: <br />-•-Mottaz - questioned the meaning of high - feels a need for a classification <br />that covers the exceptional employee. <br />--Whittaker explained the basis for the high classification and the 4 year <br />time limit. Nothing has been put in for the exceptional employee, <br />The Council discussed at length how to .compensate an exceptional employee, <br />and the time -frame for step increases. <br />Amended agree&-te addms li ying s2rrte�rmecthat provirle�-h er <br />9/l/81 coxapensaticua-iar etrbaptisnal xipl yea axui_xetaixa-th41� tianaaframe <br />�'cr-b% ksi.�M-ratrge�;-to•°ser��s-a-gratdc�x3:no. <br />M/S/P by <br />Nottaz,/Fraser-_. to amend Fraser's motion to include an indication, not a <br />dollar amount, that the Council. would consider paying an exceptional <br />employee more than the 'high' range of pay. <br />--Novak asked that the connotation for 'highest ordinary pay' mean the <br />highest amount obtained for the position; not the highest amount for <br />ordinary work, <br />M/S/P Novak/Fraser to amend Fraser's motion to include clarification <br />of 'highest ordinary pay' as the highest amount ordinarily paid, <br />not the highest amount for ordinary work. <br />M/S/P Fraser/Morgan to accept the Personnel Committee's recommendations <br />on the Pay Plan Concept, as outlined in the Administrator's memo of <br />August 14., 1981, as amended. <br />E. Wage and Salary Rates - Whittaker explained the average percentage <br />increases by public employers is higher. (9%) than what was figured in <br />preliminary discussion (8%), for 1982. <br />
