LAKE ELMO CITY COUNCIL MPOPING — 8/18/81 Page 4 <br />7. ENGI3J.E 11 S REPORT <br />I. FEE2; ne Sewer — Postponed until September 1, meeting. <br />C. Landfill Bearing — Whittaker reported on the Landfill hearing, <br />stating Lake Elmo was rated 23 out of 23 for intrinsic suitability. <br />Whittaker will send a letter to the Met Council expressing the City's <br />position on waste dumps and requesting that Lake Elmo be no longer <br />considered for any type of disposal site. <br />D. Plans and Specs — Tablyn Park — Driveway,: Parking and _Grading <br />The Engineer estimated the, maximum cost, for him to develop plans and specs <br />for this project, at a figure not to exceed $1500. The grade of the <br />road and erosion potential indicate that the area should be paved and <br />should also be designed by an engineer who can calculate the type of <br />pavements necessary in order to prevent further erosion. <br />Whittaker recommended hiring Engineer Bohrer to do the project; and asked <br />for Council authorization to proceed with theplans and specs. <br />Morgan suggested tabling action until the Park Commission "has an opportunity <br />to discuss the proposal and estimate. The .plan" of the Park Commission <br />is not to deplete their reserve, -.keeping the amount around. $60,000/$70,000; <br />and use the interest to finance park projects. The Lion's Park project <br />and the Tablyn project would necessitate using Reserve funds. Morgan will <br />report the Park Commission's recommendation to the Administrator. <br />E. Lake Rose Sunfish Lake Cimarron Flooding — The Engineer and. Administrator <br />recommended that no action be initiated,at this time, to develop a-ponding <br />axea, &.the flooding is well under control. The Council agreed. The <br />Administrator will notify Stephen Taylor, Cimarron, of this action. <br />F. Architects Fees — Maintenance Gar. e — The City is holding $1500 of <br />the Architects fees because of a heating problem in the breakroom. The <br />Administrator recommended reducing this amount to $$500. <br />M/S/P Mottaz/Morgan, to reduce the amount withheld from -the Arohitectb <br />fee to $$500. This amount will be held until the problem with the heating <br />system in -the breakroom is rectified. <br />G. Olin er — Whittaker reported that Mr. Olinger will not pay for any <br />survey, on the front end. <br />The.Council expressed confusion as to what Mr. Olinger wants from the <br />City; but agreed with the Administrator's recommendation to have Mr. <br />Olinger correct the cited violations by removing the large hill and <br />cleaning up_the-debris, including the wood piles, on -the propertyp <br />or provide screening of the yard area. <br />The Council authorized the Administrator to enforce the Ordinance, giving <br />Olinger's 30 days to comply or the City will initiate legal action. <br />The Administrator will notify Mr. Olinger of the Councils action. <br />FLAK: 8:20 -- 8:4o <br />
