LAKE ELMO CITY COUNCIL - August 4, 1981 <br />Mayor Eder called the meeting to order at 7:00 P.M. <br />PRESENT,- Fraser., Morgan, Mottaz, Novak; City Administrator Whittaker. <br />AGENDA - Motion was made to adopt the agenda as amended; seconded and <br />carried. <br />MINUTES - Morgan moved approval of the July 21 minutes as corrected: <br />Page 3, last line, "Neyak Eder seconded;...." <br />Page 5, Old Business, B - "Hett as Eder <br />moved motion carried <br />(5 4 ayes4, Mottaz nay)."---- <br />CLAIMS - Claim Nos. 81598 thru 81637 were approved. <br />RESOLUTION, BUILDING RESERVE - Fraser moved passage of Resolution 81-57: <br />A RESOLUTION TRANSFERRING THE BALANCE FROM THE ROAD PROJECT <br />FUND FROM THE UNDESIGNATED RESERVES IN THE GENERAL FUND TO <br />THE BUILDING CONSTRUCTION SINKING FUND IN THE GENERAL FUND. <br />Mottaz seconded. <br />Novak moved to amend the motion to transfer $125,000.00 as originally <br />intended instead of the proposed $131,071.13. Amendment seconded by Morgan; <br />m otio n n-o t carried (2 ayes; Fraser, Eder, & Mottaz nay). <br />Motion to pass Resolution 81-57 carried (4 ayes, Novak nay). <br />OAKDALE GUN CLUB, Expand C.U.P. - Eder moved that the Conditional Use <br />Permit request to expand the Oakdale gun club be denied at this time <br />and that the Lake Elmo City Council meet with the club regarding <br />meeting conditions of the existing permit. Mottaz seconded; motion <br />carried (5 ayes). <br />Dr. Jack Reece and Al Borsheim left the meeting with the comments: we <br />spent six months supplying information to the City and to have it <br />dismissed in 5 minutes is unreasonable; and why weren't the Council <br />members at the public hearing to get information theyneeded, respectively. <br />VARIANCE, ROGER WYLAND - Morgan moved, since it would be a neighborhood <br />improvement, to adopt the variance to build a swimming pool at 8556 <br />Lake Jane Trail (Lot 3, Block 002, Lake Jane Manor No. 2) to comply with <br />Ordinance"504.010K & 301:130 C-10-Eder seconded; motion carried (5 ayes). <br />EMS SUBSIDY, TOM CROPP Information Mr. Whittaker requested from Mr. <br />Tom Cropp (ltr dated 7/30/81) was provided by Mr. Cropp and handed out. <br />Comments: <br />...Fraser - the City should not fund anything they cannot control or <br />( be assured the money is appropriately spent; proper level of <br />government to fund this service is not the city. <br />
