LAKE ELMO CITY COUNCIL - 8/4/81 Page 2 <br />...Mottaz - We're placed in position of evaluating services which <br />( we do not have the talent or expertise to do; we have to rely on <br />your (Cropp's) advise; County has the means and expertise. <br />...Cropp - It's extremely expensive to service this area, Lake Elmo has <br />more than double the percentage of no-load calls occurring in County. <br />- Contract signed with W. Lakeland, Oak Park, and Grant, May and <br />Stillwater Townships (no,contract for City of Stillwater & Bayport). <br />...Whittaker - Funds have been designated by fire department and <br />rescue squad as shown in hand-out sheets. Distinction should be <br />made of "no-load" situation where County money is no longer avail- <br />abel. We're not in a good position to evaluate these things. <br />...Eder - Committee has made their decisions for 1981; if we think <br />there ought to be changes we can take it to committee for 1982 <br />distribution. <br />- It appears we can't do anything right now; Whittaker will invite <br />Art Schaefer to future meeting; Council needs more input to be <br />aware of what committee is doing before voting on anything. <br />...Mottaz - We have to go after County Board again and insist they take <br />over this function... does not help you (Cropp) this year but maybe <br />next year; somewhere we have to say no and this is it. <br />USE HEARING. FEDERAL REVENUE.SHARING FUND - $25,256.00 - FY 1982 - <br />Mayor Eder opened the hearing at 7:55 p.m. <br />...Whittaker_recommends that 1981 funds be appropriated to police <br />services so we can take general fund money and put it in the <br />building fund. Use of 1982 dollars not proposed as yet; I think <br />it should be spent on one-time capital expenditures as a matter <br />of accounting. <br />...Mottaz - suggest that 1982 money go into equipment reserve. <br />...Whittaker - we should be thinking about what we want to appropriate <br />the 1982 funds for. <br />The hearing was closed at 8:20 p.m. No public comment. <br />NORM SESSING, ARCHITECT CANDIDATE - Mr. Sessing gave rundown on his firm <br />and past/current projects. Sessing'.s comments: as indicated in proposal, <br />three thoughts put together on what you might want to consider, and from <br />there we'd go in the direction the _Council felt best according to your <br />needs. As shown in second letter, we would evaluate what could be done <br />through schematics and graphics and also budget. Preliminary work <br />through step 4 would cost $1,200. Square foot cost of.$27.72 in Mahtomedi <br />(interior remodeling, heating system, blocking up and replacing windows; <br />does not include sand blasting, exterior work —roofing, etc.). We'd be <br />prepared to start first phase Monday; would take about a month. End <br />of presentation. <br />Comments: <br />...Fraser - I think before we make a decision on what architect we <br />want, we have to summarize parameters, spell out exactly what <br />we want. <br />
