LAKE ELMO CITY COUNCIL MEETING, NOVEMBER 17, 1981 <br />Mayor Eder convened the meeting at 7:00 p.m. <br />( Councillors Present: Novak, Mottaz and Fraser <br />1. AGENDA: Administrator requested the Council add four items to his <br />report 9. on the Agenda: 9.G. PERLA Workshop -Dec. 11; H. Cable <br />Meeting -Nov. 23; I. Budget Cuts and State Aid; J. Comp Plan Response <br />Councillor Mottaz 6.C. Response to letter of complaint. <br />M/S/P''Fraser/Molttaz to "approve the agenda as amended. <br />2. Minutes - Nov. 3, 1981: <br />M/S/P Mottaz/Eder to approve the minutes of November 3, 1981. <br />3. CLAIMS: <br />M/S/P Fraser/Mottaz to approve Claims 81901 thru 81939. <br />4. PLANNING COMMISSION RECOMMENDATIONS: <br />A. Arnold Engstrom - CUP for Open Sales Lot at J & W Marine - <br />Whittaker explained the Planning Commission recommendation on.the <br />application - Novak asked the Administrator to be sure that the <br />parking required for the other business at this location was provided. <br />She said she was concerned that they delineate and preserve the fire <br />lane that serves the other business on the property. - Mottaz also <br />expressed concern about the number of parking spaces reserved for <br />the other uses on the property, Mr. Wallsworth indicated that there <br />was customer parking for the other business/behind the fence as well <br />as in front of the fence. Mottaz asked if the landscaping plan met <br />the requirements of the Ordinance. Whittaker said he felt the plan <br />was more than adequate, M/S/P Mottaz/Fraser to adopt R-81-70, approving <br />the CUP subject to the conditions set, by'the' Planning Commission, the') <br />fire land-b-e"-marked_and'.pbSgt+edF •,Dtlier business' have adequate parking and <br />all brasines,s,on the_propefty'meet the Sign -Ordinance requirements. <br />Olinger -The Council reviewed the Administrator's comments (Nov. 13 memo), <br />the Olinger''s sketch plan and the Planning Commission recom- <br />mendation. <br />The Olinger's are requesting to subdivide off the existing <br />dwelling and garage. The parcel will be approximately 2A, <br />but will be divided by Lake Jane Trail. <br />The Council determined that the two pieces of property be <br />recorded as one parcel and not separable, Parcel 2, north <br />of Lake Jane Trail, cannot be sold or built on independent <br />of Parcel 1--directly south of Lake Jane Tr., nor can Parcel 2 be <br />declared unbuildable for tax purposes. <br />M/S/P Mottaz/Novak to adopt R-81-71, A Resolution approving <br />a minor subdivision for Dan and Jean Olinger, per the plan, <br />provided Parcel 1 & Parcel 2 are recorded as one tax parcel, <br />than are inseparable. It is consistent with existing lots <br />in the area and conforms to the neighborhood. <br />
