LAKE ELMO CITY COUNCIL MEETING, NOVEMBER 17, 1981 Mayor Eder convened the meeting at 7:00 p.m. ( Councillors Present: Novak, Mottaz and Fraser 1. AGENDA: Administrator requested the Council add four items to his report 9. on the Agenda: 9.G. PERLA Workshop -Dec. 11; H. Cable Meeting -Nov. 23; I. Budget Cuts and State Aid; J. Comp Plan Response Councillor Mottaz 6.C. Response to letter of complaint. M/S/P''Fraser/Molttaz to "approve the agenda as amended. 2. Minutes - Nov. 3, 1981: M/S/P Mottaz/Eder to approve the minutes of November 3, 1981. 3. CLAIMS: M/S/P Fraser/Mottaz to approve Claims 81901 thru 81939. 4. PLANNING COMMISSION RECOMMENDATIONS: A. Arnold Engstrom - CUP for Open Sales Lot at J & W Marine - Whittaker explained the Planning Commission recommendation on.the application - Novak asked the Administrator to be sure that the parking required for the other business at this location was provided. She said she was concerned that they delineate and preserve the fire lane that serves the other business on the property. - Mottaz also expressed concern about the number of parking spaces reserved for the other uses on the property, Mr. Wallsworth indicated that there was customer parking for the other business/behind the fence as well as in front of the fence. Mottaz asked if the landscaping plan met the requirements of the Ordinance. Olinger -The Council reviewed the Administrator's comments (Nov. 13 memo), the Olinger''s sketch plan and the Planning Commission recom- mendation. The Olinger's are requesting to subdivide off the existing dwelling and garage. The parcel will be approximately 2A, but will be divided by Lake Jane Trail. The Council determined that the two pieces of property be recorded as one parcel and not separable, Parcel 2, north of Lake Jane Trail, cannot be sold or built on independent of Parcel 1--directly south of Lake Jane Tr., nor can Parcel 2 be declared unbuildable for tax purposes. M/S/P Mottaz/Novak to adopt R-81-71, A Resolution approving a minor subdivision for Dan and Jean Olinger, per the plan, provided Parcel 1 & Parcel 2 are recorded as one tax parcel, than are inseparable. It is consistent with existing lots in the area and conforms to the neighborhood.
