CITY COCNCIL,MEETING, NOVEMBER 17, 1981 <br />-2- <br />C. HedgessSimple Lot Division - <br />( The Council reviewed the Planning Commission's recommendation <br />to approve the lot division provided the 70ft strip become <br />a part of .Lot 13n,.is inseperable and not buildable., The <br />Council agreed with the Planning Commission recommendation. <br />M/S/P Mottaz/Novak to adopt R-81-72, A Resolution approving, <br />a simple lot division for George Hedges, providing the 70 ft. <br />strip be incorporated and filed as a part of Lot 13, Oace Acres <br />Second Addition, Said 70 ft. strip be inseparable and non --buildable. <br />5. RI.NGWBLSKI - UNBUILDABLE LOTS: <br />The Council reviewed the Administrator's memo listing the property <br />value, changes that were determined after the Board of Review. <br />The Council asked for clarification on how these figures were <br />arrived at on the individual parcels, The Administrator will <br />contact the Assessor and notify the Ringwalskils and the Council <br />with the additional data. The Ringwelski's questioned the un- <br />changed value on the homestead parcel, <br />6. COUNCIL REPORTS, - <br />A. Christmas Party - The City will sponsor a Christmas Party <br />Friday, December 18, 1981, beginning at 4:30 p.m, A short program <br />in planned and refreshements will be served, The City wants <br />to thank all the employees, volunteers, consultants and all the <br />people involved with Lake Elmo and extend the greetings of the <br />season. Invitations will`be mailed out, <br />B, Project 1006 ® Mayor Eder reported on the joint meeting with <br />Valley Branch. He indicated that whatever action is planned will <br />have to be initiated by the City of Lake Elmo. No action on 1006 <br />or 1007 was considered at the joint meeting. <br />--Mottaz - City has to develop a position - need to include <br />cost limitations, design, areas to be served, assessment formula, <br />areas of assessment,- etc, Need genuine alternatives such as_. <br />total ponding; pipe and ditch; do nothing; buy land and create lakes <br />-Novak - would like the City to review the number of homes on <br />Lakes Jane and Elmo that have faulty systems or problem drainfield <br />areas, and use this as a beginning to solving the water problems, <br />--Mottaz -much more information is needed before the City can <br />go ahead and commit to drainage plans with the Highway Department. <br />This locks the City in all the way back up the line. <br />The Council will meet Wednesday, November 25, at 5:15 p,m. to <br />develop a plan of action. <br />9, ADMINISTRATOR'S REPORT: <br />C, St, Croix Cab - Ambulance - <br />Richard Ritzer, St; Croix Cab, explained his proposal to apply <br />for ;two ambulance areas and requesting a letter of support from <br />the City of Lake Elmo,, indicating that another ambulance service <br />is needed in the area. The service area would be the same as <br />Stillwater Ambulance, <br />--Whittaker - asked several questions of Mr. Ritzer and his <br />attorney Philip H. Eastwood, concerning exclusive licensing areas, <br />service territories, improved service to Lake Elmo, documentation <br />that ab.Qther-ambulance service .is needed , County funding, call <br />outs, etc, <br />
