CITY COUNCIL MEETING, JANUARY 5, 1982 <br />-10- <br />ADMINISTRATOR'S REPORT: <br />J. Announcements - <br />Whitta-er reported that the Commissioner of the DNR has <br />requested a City Representative(s) to appear before the <br />Executive Council to speak on the Lake Demontreville Access <br />condemnation. <br />Kdid inistrator Whittaker will attend. Morgan and Eder will <br />also attend, provided there isn't a conflict with the meeting <br />date. <br />Landfill Sites - The Metropolitan Solid Waste Advisory Committee <br />;WIT consider the county's application to submit just two landfill <br />sites on January 6. The Administrator will confirm the City <br />Engineer's attendance to this meeting. <br />12. COUNCIL REPORTS: <br />A. Mayor Eder - No Passing - County 5 - <br />Eder had questioned passing on the right shoulder at the inter- <br />section of County 5 and Lake Elmo Avenue, and at County 17 <br />west of the elementary school, Rmsearch by= -the -City Attorney <br />and discussion with the Sheriff's Department determined it is <br />illegal to pass on the right, within 100 ft. of an intersection. <br />Eder recommended that the Administrator draft a motion requesting <br />Mn/DOT to evaluate the 40 mph zone along Co. 5 and favorably <br />consider the entire 40 mph zond-a-s d "No Passing" zone. <br />--Fraser - good idea - very dangerous area. Recommended <br />requesting_ the deputies to patrol.and enforce the present; <br />speed and passing regulations in this area. <br />The Administrator will draft a resolution for review January 19. <br />B. Councillor Fraser - No report <br />C. Councillor Morgan - <br />Dave Krcht <br />January 25, <br />have to work <br />for Reid Park Plan - <br />s scheduled .to report to the- Park Commission <br />The Commission has informed him that he would <br />with existing topographic maps. <br />2. Rink Maintenance - The Commission recommended hiring out the <br />rink cleaning -rather than ;purchase'a snow blower. The <br />Council agreed to have Steve Pott plow off the rinks. Morgan <br />said he had a call on the size of the open skating rink vs <br />the hockey area. Open skating is a higher priority. If <br />this becomes a problem then the days or hours used for hockey <br />should be limited. <br />3. HockeyRink Nets - The Commission recommended purchasing <br />the used _ nets," Morgan emphasized, again, that open skating <br />will take priority over hockey skating. <br />M/S/P Morgan/Mottaz to purchase two.usedi;hbckey nets at a <br />cost of $325. <br />4. Jaycee West Sunfish Plan - Morgan reported on the Park <br />Commission's recommendation -to approve the Jaycees Plan. <br />Their main concerns,vwere the length of time that the Jaycees <br />would be handling the revenue. They would recommend the <br />City .retain the right to review the revenue books after a <br />designated number of years. <br />
