LAKE ELMO CITY COUNCIL MEETING, JANUARY 5, 1982 <br />Mayor Eder called the meeting to order at 5:13 p.m. <br />Councillors Present: Novak, Fraser, Mottaz and Morgan <br />Administrator Whittaker introduced Jim McNamara, the new City Code <br />Enforcement Officer. <br />1. AGENDA: <br />Additions - K. Two additional licenses for Green Acres and <br />11. Administrator's Report .11.J. Two announcements. <br />M/S/P Novak/Morgan to approve the agenda, as amended. <br />2. MINUTES: December 15, 1981 - Corrections - <br />° 2. MINUTES - December 1, 1981 - Motion carried .3-0. <br />° Page 2 - Dayton -Hudson Subdivision - Reb Ron Smith <br />M/S/P Fraser/Novak to approve the minutes of December 15, 1981, <br />as amended. Motion carried 4-0-1. Morgan abstained. <br />3. CLAIMS: <br />Addition - Bob Lafayette - $650 Appraisal for City Office Building. <br />--Fraser - feels the appraisal amount is exorbitant - would like <br />an itemization of the bill. <br />M/S/P Morgan/Eder to approve claims 82045 thru 82087, and hold <br />the claim from Bob Lafayette pending clarification. <br />4. CASH FLOW REPORT: Marilyn Banister - <br />Marilyn Banister reviewed the report with the Council, stating <br />there is adequate reserve monies to cover the State Aid money <br />that has not been received to date. The City is financially <br />sound and can meet 19;82 budget projections. The Council discussed <br />loss of interest on reserve monies and will review the budget <br />for cut -back areas,,should proposed State cut -backs to Cities be <br />initiated. <br />--Morgan - opposed any cutting or use of Park Reserve funds. <br />--Fraser - suggested a review meeting in 4-6 weeks or after <br />the State Aid programs have been confirmed. <br />5. ANNUAL ORGANIZATIONAL MEETING: <br />A. Acting Mayor - <br />M/S/F Fraser Eder to appoint Jess Mottaz Acting Mayor for 1982. <br />2-2-1. Morgan and Novak opposed. Mottaz abstained. <br />M/S/P Novak/Mottaz to appoint Dave Morgan, senior councillor, <br />as Acting Mayor,for 1982. Motion carried 5-0. <br />B. Official De ositories - <br />M/S/P Morgan Novak to game the following as -Official Depositories: <br />State Bank of Lake Elmo <br />Washington Federal, Oak Park Heights <br />Midwest Federal, Eastern Heights <br />American National, St. Paul <br />C. Legal Newspaper_ - <br />M/S/P Mottaz/Morgan to name the Washington County Review the legal <br />newspaper of the City for 1982. <br />
