LAKE ELMO CITY COUNCIL MEETING, JANUARY 5, 1982 Mayor Eder called the meeting to order at 5:13 p.m. Councillors Present: Novak, Fraser, Mottaz and Morgan Administrator Whittaker introduced Jim McNamara, the new City Code Enforcement Officer. 1. AGENDA: Additions - K. Two additional licenses for Green Acres and 11. Administrator's Report .11.J. Two announcements. M/S/P Novak/Morgan to approve the agenda, as amended. 2. MINUTES: December 15, 1981 - Corrections - ° 2. MINUTES - December 1, 1981 - Motion carried .3-0. ° Page 2 - Dayton -Hudson Subdivision - Reb Ron Smith M/S/P Fraser/Novak to approve the minutes of December 15, 1981, as amended. Motion carried 4-0-1. Morgan abstained. 3. CLAIMS: Addition - Bob Lafayette - $650 Appraisal for City Office Building. --Fraser - feels the appraisal amount is exorbitant - would like an itemization of the bill. M/S/P Morgan/Eder to approve claims 82045 thru 82087, and hold the claim from Bob Lafayette pending clarification. 4. CASH FLOW REPORT: Marilyn Banister - Marilyn Banister reviewed the report with the Council, stating there is adequate reserve monies to cover the State Aid money that has not been received to date. The City is financially sound and can meet 19;82 budget projections. The Council discussed loss of interest on reserve monies and will review the budget for cut -back areas,,should proposed State cut -backs to Cities be initiated. --Morgan - opposed any cutting or use of Park Reserve funds. --Fraser - suggested a review meeting in 4-6 weeks or after the State Aid programs have been confirmed. 5. ANNUAL ORGANIZATIONAL MEETING: A. Acting Mayor - M/S/F Fraser Eder to appoint Jess Mottaz Acting Mayor for 1982. 2-2-1. Morgan and Novak opposed. Mottaz abstained. M/S/P Novak/Mottaz to appoint Dave Morgan, senior councillor, as Acting Mayor,for 1982. Motion carried 5-0. B. Official De ositories - M/S/P Morgan Novak to game the following as -Official Depositories: State Bank of Lake Elmo Washington Federal, Oak Park Heights Midwest Federal, Eastern Heights American National, St. Paul C. Legal Newspaper_ - M/S/P Mottaz/Morgan to name the Washington County Review the legal newspaper of the City for 1982.
