CITY COUNCIL MEETING, JANUARY 5, 1982 <br />-2- <br />D. City Attorney - The Council discussed the reappointment of <br />the present City Attorney, and generally agreed to have the <br />Administrator interview other firms with municipal experience. <br />--Mottaz - concerned about the involvement between the City and <br />this firm in City business ( limited partnership in the building <br />whereSthe City will lease space)also, disappointed in service <br />received during the past year for the money paid out for this <br />service. Against hiring the same law firm (Lawson, Raleigh & <br />Marshall). <br />--Fraser - felt there was some unnecessary delay on receiving <br />opinions;;would like more specific statments on questions presented <br />to the attorney; but does not think this is basis enough to seek <br />another attorney. <br />--Morgan -very serious concern that the firm owns the building the <br />City will be leasing sees a real conflict. <br />M/S/ Fraser/Eder to reappoint Lawson, Raleigh and Marshall as <br />the City's legal firm for 1982. <br />--Eder - does not see a real problem with a conflict of interest <br />in continuing the reappointment. Agrees with some of Mottaz's <br />concerns about service; but feels this can be worked out by <br />meeting with Ray Marshall and explaining what the City expects. <br />--Novak - ambivalent feelings on the matter. Whittaker reviewed <br />the situations when the attorney excused himself for possible <br />conflict. <br />Motion failed 2-2-1 Morgan and Mottaz opposed. Novak abstained. <br />Whittaker will prepare a draft of requirements and/or expectations <br />for Council review January 19. <br />E. City Engineer - <br />M/S/P Fraser Morgan to appoint TKDA as Engineering Consultants <br />for 1982. <br />F. City Planner - <br />M/S/P Fraser Mottaz to appoint Planning and Development Services <br />for 1982. <br />G. Civil Defense Director - <br />Whittaker reported tFat no one from the Fire Department is <br />interested in serving as Civil Defense Director. He out- <br />lined the duties of the director, and recommended seeking someone <br />who is familar with the Fire Department and the Public Works <br />Department, feeling such person would best serve in emergency <br />situations. <br />M/.9/ Mottaz/Novak.to <br />to the job description <br />provided the individual <br />Elmo. <br />--Eder - Civil Defense <br />add the duties <br />of Maintenance <br />live within a <br />of Civil Defense Director <br />Foreman/Superintendent, <br />close proximity to Lake <br />should take a minimum of the Foreman's <br />time, 20 maximum. <br />--Novak - suggested asking the Fire Department to provide a <br />coordinator for Civil Defense, with the Maintenance Super- <br />intendent serving as Director <br />
