CITY COUNCIL MEETING, JANUARY 5, 1982 <br />-7- <br />10. OLD BUSINESS: <br />D. Personnel Policies - Whittaker will meet with the <br />Personn 1 Commi� ttee snd report. -to the Council January 19. <br />8. FIRE DEPARTMENT ANNUAL REPORT - BRUCE KUETTNER, CHIEF: <br />Chief Kuettner reported that the new officers for 1982 are: <br />Dick Sachs, Assistant Chief, and Jerome Eder, Bill Eder, Al <br />Kupferschmidt, Fran Pott and Steve Pott, Captains. He <br />reported on the number of fire runs and rescue runs for 1981; <br />and how the EMS funds have been used. As there are only 17 <br />active members, the department:is seeking additional firefighters. <br />Ideal membership would be 30 active members. He also noted <br />that this May the Lake Elmo Volunteer Fire Department will <br />celebrate its 25th Anniversary. Mayor Eder commended the <br />Department on behalf of the c%tizens of Lake Elmo. <br />11. ADMINISTRATOR'S REPORT: <br />A. Com Plan Review Extension - <br />The Corn c 1 reviewed a letter from the Met Council requesting <br />an extension of the City's Comp Plan Review. Whittaker <br />recommended the extension. <br />M/S/P Mottaz/Eder to approve the extension review of the <br />Lake Elmo Comprehensive Plan until June 30, 1982. <br />B. MSA Variance - <br />As the City was denied reapplication for its MSA variance, <br />Whittaker recommended taking the matter to District Court <br />and request a Writ -of -Mandamus. He will secure a cost and <br />time estimate for Council consideration January 19. <br />C. 'Gun Club Procedures Outline - <br />The Council reviewed the A mdinistrator's Memo -Jan. 4, 1982, <br />Review of Gun Club Regulations and Standards- outlining the <br />steps to be used in developing standards and regulations for <br />gun clubs. Material fromtheNational Guard and the <br />Administrator's data will be discussed January 19. <br />D. Office Appraisal - Whittaker asked the Council to review <br />the appraisal. He will summarize the two options, selling vs <br />leasing for the January 19 meeting. <br />E. Dayton -Hudson Simple Lot\ Division - Whittaker reported <br />there is ho formallydeeded street r-o-w or fee title on this. <br />prnpartyz,)along County 70 (10th St.), as was shown on the survey. <br />The County does have an easement. The City, also, does not have <br />deeded right-of-way for Keats Avenue. The Ordinance does not <br />permit right-of-way to be included in the minimum lot which <br />is 10A in this zone. In discussion with the City Attorney, <br />Planning Commission and County Planning Department, it was <br />determined it would be impossible to get four 10A lots on a <br />typical surveyed 40A parcel. This would also hold true for <br />40A parcels. The Planning Commission recommended amending the <br />Ordinance to provide for a nominal 10 and a nominal 40 acre <br />parcel to meet the intent of the Ordinance „ and preserve the <br />large lots intended in such zoning districts. <br />
