CITY COUNCIL MEETING, FEBRUARY 16, 1982 -4-
9. SPRINGBORN GREEN ACRES REC CUP,Continued:
Discussion:
--Morgan - d.o.these 12 after hour events include a beer license?
--Fraser - motion did not address beer at all - they would not,
therefore, include a beer license.autpmatically.
--Whittaker - beer licenses would have to be considered separately
by the Council.
--Springborn - in response to Councillor Fraser, Mr. Springborn
said the number of events and hours were agreeable.
--Morgan - would you want to limit the hour for an after hour event?
--Council - the Council expressed no immediate need to set a time
limit on after hours events.
Motion carried 4-1. Mottaz opposed.
10. OAKDALE GUN CLUB PERMIT FOR 1982:
The Council reviewed the letter from Fred A. Waterous, Feb. 15, RE:
Additional Information, as..requested by the Administrator in his
letter of Feb. 8, 1982.
Roger Jensen, attorney retained by the Gun Club, introduced
himself as the spokesman for the Club. . He noted :that he
was not a member of the Gun Club; but has discussed this matter
several times with the Administrator and was hereto answer any
questions the Council might have.
--Eder - asked about identifying the range officers, now that
club membership has increased. Previously all members were
referred to as range officers, would it be acceptable to change
the permit to specify -that Senior Members be designated to
act as a range officer.
--Jensen - your Ordinance requires that a member is qualified to act
as a range officer - do not think City can require that (Eder's
suggestion) without amending the Ordinance. Club has plans to
change the procedure that has been in effect, doing it voluntarily,
think it is a safe procedure and maybe during the time of the-1982
pemit this can be discussed and agreement .reached - may want to
amend the Ordinance during this interm to reflect the proper way
of handling the range. What is intented, and what has changed
from past years is that there will be one Senior Member in charge
on days when the range is in operation and it is necessary to
have a range officer. He will be a lead man, under him there will
be five other qualified members, who will work under him and be
on one or more of the ranges that are in operation on any given day.
The Senior Officer will have additional qualifications beyond the
qualifications of all members have - feel this will be a safe
operation and also allow the City to have a person that is responsible
on any given day if a problem occurs. City staff can contact that
individual in charge, City will have his phone number, and he will
be readily identifiable.
--Mottaz - not eager to do a piecemeal review and update of this
permit. Obvious we will not be able to complete what we wanted
to complete in the time allowed, therefore, would offer the following
motion
