CITY COUNCIL MEETING, FEBRUARY 16, 1982 <br />-7- <br />11. ENGINEER'S REPORT: <br />B. Authorization for fee to proceed with MSA project - <br />Enginee`r�o inr reviewed-tfie C ncils'irfst�tzcEions-tc reactivate <br />the project for 45th, Julep, and 47th Streets and complete the <br />plans and specifications. His estimate to complete the additional <br />work is $3,000. Although,_-thig"mount was. not authorized, this <br />$3,00:0 will not exceed'the estimated amount for the combined <br />projects. Bohrer noted that from a construction standpoint it <br />would be better if both projects could be done. <br />--Mottaz - eventually going to do the 45th, Julep, 47th Street <br />project and this work will be necessary. <br />MIS/ Mottaz/Fraser to authorize $3,000 to complete the plans <br />and specifications for 45th, Julep, and 47th Streets, MSA Project. <br />Motion carried 3-1-1. Novak opposed. Eder abstained. <br />C. Jamaca Avenue - Assessment -\Order Feasibility Study and Hearing The Coincillreviewed a proposed assessment area, -and discussed <br />extending the area to spread the cost, feeling many additional <br />residences in the area arereceiving benefit from this road section. <br />--Novak - would like to leave this road section as it is or use <br />City funds to pave it. <br />--Eder - asked if cost could be reduced by laying out the <br />information, having a contractor do the work like on a City street, <br />with City inspection after completion. <br />--Bohrer - would have to verify the legal dollar limitations - <br />regardless, would need a couple of quotes. Informal quotes would <br />save on plan preparation for bidding - could have a general <br />description of the work. Still need to stake out the work. <br />--Morgan - cannot see assessing only the--residences.with,frdntage <br />on -the improvement � assessment tcohigh (fi1,218.75 to $3,250). <br />--Bohrer - present assessment procedures, unless a special taxing <br />district, an improvement district, is used, the benefit has to <br />be tied to an increase in market value. This is the courts <br />interpretation. <br />--Fraser - disagrees with statement in memo that it would be <br />difficult to show increase in property value for people on Jane <br />Court N. (majority of these residences petitioned to have this <br />road section opened). These residences have an increased value, <br />now,in that they have the accessibility of the road. <br />--Whittaker - in response to Mottaz's question - if we do nothing <br />it will cost $9,000 next year. <br />M/S/ Morgan/Novak to defer discussion of paving the remaining <br />portion of Jamaca Avenue (Jamaca Gate portion). <br />Discussion: <br />--Novak - as residents with frontage on said portion of Jamaca Ave. <br />are already being served by a street, it would be hard to pay <br />they are benefited by this improvement. <br />--Eder - based on current information - most of the traffic flows <br />north - should not have problem proving benefit to a reasonable <br />number of people on Jane Road N and 4ane Ct.-N. <br />D. Well Maintenance - <br />After reviewing the Engineer's letter of recommendation "Recommended <br />Maintenance - Well Pump No. 1, February 10, 1982" the Council agreed <br />to accept the Engineer's recommendation on Layne Minnesota Company. <br />
