CITY COUNCIL MEETING, FEBRUARY 16, 1982 -7- 11. ENGINEER'S REPORT: B. Authorization for fee to proceed with MSA project - Enginee`r�o inr reviewed-tfie C ncils'irfst�tzcEions-tc reactivate the project for 45th, Julep, and 47th Streets and complete the plans and specifications. His estimate to complete the additional work is $3,000. Although,_-thig"mount was. not authorized, this $3,00:0 will not exceed'the estimated amount for the combined projects. Bohrer noted that from a construction standpoint it would be better if both projects could be done. --Mottaz - eventually going to do the 45th, Julep, 47th Street project and this work will be necessary. MIS/ Mottaz/Fraser to authorize $3,000 to complete the plans and specifications for 45th, Julep, and 47th Streets, MSA Project. Motion carried 3-1-1. Novak opposed. Eder abstained. C. Jamaca Avenue - Assessment -\Order Feasibility Study and Hearing The Coincillreviewed a proposed assessment area, -and discussed extending the area to spread the cost, feeling many additional residences in the area arereceiving benefit from this road section. --Novak - would like to leave this road section as it is or use City funds to pave it. --Eder - asked if cost could be reduced by laying out the information, having a contractor do the work like on a City street, with City inspection after completion. --Bohrer - would have to verify the legal dollar limitations - regardless, would need a couple of quotes. Informal quotes would save on plan preparation for bidding - could have a general description of the work. Still need to stake out the work. --Morgan - cannot see assessing only the--residences.with,frdntage on -the improvement � assessment tcohigh (fi1,218.75 to $3,250). --Bohrer - present assessment procedures, unless a special taxing district, an improvement district, is used, the benefit has to be tied to an increase in market value. This is the courts interpretation. --Fraser - disagrees with statement in memo that it would be difficult to show increase in property value for people on Jane Court N. (majority of these residences petitioned to have this road section opened). These residences have an increased value, now,in that they have the accessibility of the road. --Whittaker - in response to Mottaz's question - if we do nothing it will cost $9,000 next year. M/S/ Morgan/Novak to defer discussion of paving the remaining portion of Jamaca Avenue (Jamaca Gate portion). Discussion: --Novak - as residents with frontage on said portion of Jamaca Ave. are already being served by a street, it would be hard to pay they are benefited by this improvement. --Eder - based on current information - most of the traffic flows north - should not have problem proving benefit to a reasonable number of people on Jane Road N and 4ane Ct.-N. D. Well Maintenance - After reviewing the Engineer's letter of recommendation "Recommended Maintenance - Well Pump No. 1, February 10, 1982" the Council agreed to accept the Engineer's recommendation on Layne Minnesota Company.
