CITY COUNCIL MEETING, FEBRUARY 16, 1982 -8- <br />ENGINEER'S REPORT: <br />Well Maintenance - <br />M/S/P Mottaz/Eder to accept the Engineer's recommendation and <br />authorize Layne Minnesota Company to perform the necessary <br />maintenance work on Well Pump 1, at a cost of $1800.plus pump repair. <br />12. OLD BUSINESS: <br />A. Review Policies - <br />( Public I-Iearings - <br />WRIP Fraser/Novak to prepare a format for""Procedures for <br />Public Hearings" that will serve as a' meeting_: guideline <br />for public meeting chairmen. A copy of the format to be <br />available to the chairman before a public meeting. <br />(2) The Council agreed no formal action was necessary on <br />"Meeting Procedure". <br />B. Park Commission Appointments - <br />Morgan reported tTiat Tom Monette and Diane Trudeau have resigned <br />from the Park Commission. He nominated Arlyn Christ to fill one <br />of the vacancies. Whittaker reported that Nancy Hanson, of the <br />Tri - Lakes area and Chuck Clausen of Cimarron are also interested <br />in serving on the Park Commission. Morgan.also"reported that Bill <br />Osborn is interested in being reappointed to another three year <br />term. <br />--Fraser - requested that residents interested in serving on the <br />Commission submit a resume and a chart listing the area or:, address <br />of the present members. She also asked the status of other Commission <br />members who indicated they were going to resign. <br />--Morgan - two members have resigned, the remaining 6 members will <br />stay on the Commission. The Commission presently has two vacancies. <br />M/S/. Novak/Morgan to reappoint Bill Osborn to a three year term <br />on the Park Commission, effective March 1, 1982.-. <br />Discussion: <br />--Fraser - uncomfortable about this in light of the previous <br />information that all the members were going to resign. Feels <br />this should be done in a more orderly manner. As a procedural <br />matter, could not v°ot-e-on-,the _f-reaupointment: <br />--Morgan - explained that the six Commission members would remain <br />on the Commission if he stayed on. He has agreed to stay on the <br />Commission. <br />Motion carried 4-0-1. Fraser abstained. <br />Novak recommended contacting the three interested residents and <br />have them submit a resume and ask them to be interviewed by the <br />Council March 2. <br />C. North St. Paul Community Education Board - Joint Powers Agr <br />Whittaker reported that the' -City is not officially a part of th <br />Community Education Advisory Board in the N. St. Paul/Maplewood <br />School District. To be formally a part the City should enter <br />into a Joint Powers Agreement. <br />
