CITY COUNCIL MEETING, FEBRUARY 16, 1982 -9- <br />12. OLD BUSINESS: <br />C.'N. St. Paul Community Education Board - Continued - <br />--Novak - need to find someone who is interested in serving <br />on this Board before entering into an agreement. <br />The Council agreed to advertise for interested residents via <br />the Newsletter. <br />D. Watershed Law - <br />Whittaker reported on the revised bill. The Council will review <br />the revised bill and submit written comments to Representative <br />Levi. <br />E. Other - None <br />13. BUDGET. CUTS: <br />The Council discussedthe Administrator's suggestions, as outlined <br />in his February 16 memo. Postponing and assessing for sell <br />coating was the only item of question. <br />--Morgan suggested the Engineer review the seal coating schedule <br />and determine if it can be delayed for a year. <br />M/S/P Morgan/Mottaz to adopt R-82-9, approving 1982 Budget cuts <br />with the exception of the seal coating recommendation, which <br />would also be adopted upon the Engineer's recommendation: <br />1. Cut $4,000 from planning and not involve a professional <br />planner in the Highway Plan. <br />2:- Use the balance in the Emergency Road Maintenance <br />Reserve to balance the snow plowing budget® <br />3. Apply the surplus in the insurance account ($3,000) <br />to the shortfall in State Aids. <br />4. :Cut out the Forester ($500) as the new Foreman is <br />a certified Forester <br />5. Postpone sealcoating a year and begin assessing out <br />sealcoating in 1983 ($6,500). (This is contingent on <br />a recommendation from the City Engineer) <br />14. COUNCIL REPORTS: <br />A. Morgan - reported that the County is now grooming the trails <br />in the open areas of Sunfish Park. Consideration will be <br />given to widening the wooded area trails so that the County <br />can groom them in 1983. <br />Morgan asked the Administrator to check on a situation <br />concerning an injury in Sunfish Park where the deputy was <br />called out to the scene rather than the Lake Elmo Rescue <br />Unit. Whittaker will talk to the duputies. <br />15. ADMINISTRATOR'S REPORT: <br />A. Office Cleaning - <br />Whittaker suggested the Council consider contracting with Peterson <br />Building Maintenance to clean the City Office at $65/mo. This <br />is considerably less than having the Maintenance men do the work <br />in both time and money. <br />MIS/ Fraser/Eder to contract with Peterson Building Maintenance, <br />to do office cleaning, on a three month trial basis @ $65/mo. <br />Motion carried 3-1-1 Morgan opposed. Novak abstained. <br />
