CITY COUNCIL/PARK COMMISSION MEETING, APRIL 20, 1982 -4- Sunfish Park - Continued --Eder Commission should be aware that the findings of the County on areas of pollution in the West Sunfish Park area (old landfill site) may effect plans for the park. --Mottaz - questioned the need for a Vita Course,in Sunfish Park. is the $5,000 cost justified? --Morgan - much of the work can be done by the PAC and some of the equipment eliminated, thereby reducing the cost. --Fraser - suggested addressing a couple of policy questions before starting the planning process for West Sunfish. 1. to what extent do we see a City park being used by people outside the City. 2. to what extent do we want a facility self-supporting. The Commission will take this suggestion under advisement and make a recommendation to the Council Tablyn Park - Sue Dunn presented the Master Plan for Tablyn Park, and outlined the proposed improvements in the Capital Improvement Plan. --Eder - there has been a complaint from a resident abutting the tennis courts about people going through his yard to and from the courts. Has indicated he doesn't want a fence. --Tom Monette - aware of the problem - two residents are affected. They cannot agree to putting up a fence or planting a buffer of trees, along the west boundary of the park. --Eder - suggested putting a sign at the area in question stating "Park ends - Do not trespass beyond this point" -- The Commission agreed toanelude this in the over-all signing program for the parks, Pebble Park - Sue Dunn presented the Master Plan for Pebble Park and outlined the proposed improvements., in the 5-year program. M/S/P Eder/Morgan to instruct the Administrator to redraft the 5-Year Capital improvement Program with the -proposed changes, for Council and Park Commission review and approval. DINNER BREAK - TARTAN PARK Mayor Eder presented Tom Monette and Dave Morgan with resolutions of appreciation for their contribution to the Park Commission. Mayor Eder reconvened the meeting at 8:10 p.m. 7. REVIEW AMENDMENTS TO MASTER PLAN FOR REGIONAL PARK RESERVE - Mike Fox, County Planner, and Bob Lockyear, Planning Director met with the ,Council to discuss the proposed plan amendments. --Eder - concerns relate to the demonstration farm - what is the goal for the farm. Believe the demonstration farms are those presently operating in the County - County should not get in the business directly or indirectly of a demonstration farm. Should be held aside until some time when farming becomes limited. --Lockyear - not my decision whether or not to have a demo farm. Included many years ago when the Master Plan was developed., Facility would provide a project beyond what a typical farmer would have available under safe supervised conditions. Presently renting the land and`booperating with the Soil Conservation Service so that the maintenance of the facility can be paid for.
