CITY COUNCIL/PARK COMMISSION MEETING, APRIL 20, 1982 -3- Reid Park - Continued --Eder- supports the plan provided the improvements meet the requirements of the LAWCON grant, Despite the economies, would recommend'delaying the grading of the second softball field. --Morgan - chance of getting LAWCON funds is low; but,are highest for this park because it is in a free standing rural area and grant money was used to purchase the land. The plan reflects what would qualify for LAWCON funding. M/S/P Eder/Morgan to approve the Master Plan for Reid Park provided that the NE ballfield and tennis courts be evaluated post 1986. Discussion - MIS/ Fraser/Eder to amend the motion to include, that the two interior picnic tables be removed from the plan so as not to encourage people to walk to the interior of the park; and include a statement that the tennis courts, nature observation deck, and the shelter building be only longterm future potential sites - not a part of an approved plan. --Whittaker - Park Commission recommendation deleted the picnic tables. --Mottaz - opposes the motion - Council retains control over whatever goes into the park; but to start a total plan is needed - this is a good total plan. Opposes cutting improvements in the northern 2/3 of the park - likes picnic table idea - people should be able to enjoy that part of the park away from ballfields, tennis courts, etc. Recommends the plan -be approved as a concept, as it is drawn up. Amendment to the motion failed 1-3. Mottaz, Morgan, Eder opposed. Motion to approve plan passed 4-0. M/S/P Mottaz/Morgan to include erosion control, parking lot and entrance, entrance sign and rough grading for one ballfield in the LAWCON grant application. Demontreville Park - Jim Yarusso reviewed the over-all plan for Demontrevil e� Park, and outlined proposed improvements as listed in the Capital Improvement Program. The easement path from the interior of the Demontreville development is still unresolved. --Whittaker - this; matter is in litigation between Derrick Land Co. and Robert Jungman. The City Attorney advised the City to delay making any improvements until the matter is settled. Sunfish Park - Ed Nielsen presented the layout and outlined the areas of use in the park noting the proposed vita Course area. He explained the proposed improvements of the five year program. The plan for West Sunfish (Landfill)is being considered for more active use. A Pine Tree nursery area has been created to supplement areas within the park. A 4A parcel is planted in corn to feed the deer. The Commission voted to contract Lehart Friedrich -_to plant a_16 acre,ahea in corn rotating with oats and hay for the next two years. The third year it will be hay and left natural. The hay will be r harvested and sold. Mr. Friedrich offered to pay the City $745 in 1982- The Commission requested Council authorization to contract with -Mr; Friedrich. M/S/P Mottaz/Morgan to authorize the Park Commission to lease the 16 acre parcel to Lehart Friedrich to plant a corncropin- 1982, for'l$745.
