CITY COUNCIL/PARK COMMISSION MEETING, APRIL 20, 1982 <br />-3- <br />Reid Park - Continued <br />--Eder- supports the plan provided the improvements meet <br />the requirements of the LAWCON grant, Despite the <br />economies, would recommend'delaying the grading of the second <br />softball field. <br />--Morgan - chance of getting LAWCON funds is low; but,are highest <br />for this park because it is in a free standing rural area and <br />grant money was used to purchase the land. The plan reflects <br />what would qualify for LAWCON funding. <br />M/S/P Eder/Morgan to approve the Master Plan for Reid Park provided <br />that the NE ballfield and tennis courts be evaluated post 1986. <br />Discussion - MIS/ Fraser/Eder to amend the motion <br />to include, that the two interior picnic tables be removed <br />from the plan so as not to encourage people to walk to the <br />interior of the park; and include a statement that the tennis <br />courts, nature observation deck, and the shelter building be <br />only longterm future potential sites - not a part of an <br />approved plan. <br />--Whittaker - Park Commission recommendation deleted the picnic <br />tables. <br />--Mottaz - opposes the motion - Council retains control over <br />whatever goes into the park; but to start a total plan is <br />needed - this is a good total plan. Opposes cutting improvements <br />in the northern 2/3 of the park - likes picnic table idea - <br />people should be able to enjoy that part of the park away from <br />ballfields, tennis courts, etc. Recommends the plan -be approved <br />as a concept, as it is drawn up. <br />Amendment to the motion failed 1-3. Mottaz, Morgan, Eder opposed. <br />Motion to approve plan passed 4-0. <br />M/S/P Mottaz/Morgan to include erosion control, parking lot and <br />entrance, entrance sign and rough grading for one ballfield in <br />the LAWCON grant application. <br />Demontreville Park - Jim Yarusso reviewed the over-all plan for <br />Demontrevil e� Park, and outlined proposed improvements as listed <br />in the Capital Improvement Program. The easement path from the <br />interior of the Demontreville development is still unresolved. <br />--Whittaker - this; matter is in litigation between Derrick Land Co. <br />and Robert Jungman. The City Attorney advised the City to delay <br />making any improvements until the matter is settled. <br />Sunfish Park - Ed Nielsen presented the layout and outlined the <br />areas of use in the park noting the proposed vita Course area. <br />He explained the proposed improvements of the five year program. <br />The plan for West Sunfish (Landfill)is being considered for more <br />active use. A Pine Tree nursery area has been created to supplement <br />areas within the park. A 4A parcel is planted in corn to feed <br />the deer. <br />The Commission voted to contract Lehart Friedrich -_to plant a_16 <br />acre,ahea in corn rotating with oats and hay for the next two years. <br />The third year it will be hay and left natural. The hay will be <br />r harvested and sold. Mr. Friedrich offered to pay the City $745 in <br />1982- The Commission requested Council authorization to contract <br />with -Mr; Friedrich. <br />M/S/P Mottaz/Morgan to authorize the Park Commission to lease <br />the 16 acre parcel to Lehart Friedrich to plant a corncropin- <br />1982, for'l$745. <br />
