CITY COUNCIL MEETING, APRIL 20, 1982 <br />-9- <br />9, ENGINEER'S REPORT <br />A. I-94 Frontage Roads - Engineer Bohrer has reviewed the <br />plans and concurs with the design of the frontage roads. <br />Construction will begin in Woodbury and Lake Elmo this summer. <br />City approval is necessary before construction can begin. <br />The frontage roads, -upon completion, will become part of the <br />City's road system, to be maintained by the City. The bike <br />trail, incorporated in the shoulder area, will also become <br />the City's responsibility. <br />--Eder - why are other frontage roads maintained by the State? <br />--Council instructed the Engineer to research how frontage <br />roads along other major highways are handled - who owns <br />and maintains them and how is this determined. <br />---Mottaz - City should maintain and emphasise its position on <br />the bike trail along the frontage road - if necessary, not <br />approve the plan because of the bike "trail. Foresees problems <br />in the future with these trails. <br />M/S/P Eder/Morgan to table action on the frontage toad layout plans <br />pending a report from the engineer on the juristiction of frontage <br />roads,and including a report from the,Engineer on the City's <br />position regarding the bike trails. <br />B. I-94 Over -All Layout - Engineer Bohrer presented the <br />over-all layout outlining the freeway accesses and exits,in <br />Lake Elmo, <br />The Council agreed with Whittakers suggestion to table Item 9.B. <br />until the May 4 meeting, pending the information received from <br />the engineer on the frontage roads and bike trail. <br />C. New valves +for water mains Lake Elmo Avenue - <br />Engineer Bohrer recommended scheduling suggested valve work <br />an Lake Elmo Avenue and 36th Street and Lake Elmo Avenue - south <br />of 31st Street with the County's resurfacing of County 17, Lake <br />Elmo Avenue,this summer.4The vales would reduce the out-of-servive <br />area should,a watermain break occur. Estimated cost,is $1,000 <br />per valve. Bohrer indicated he felt it would be premature to <br />do the looping of the watermain under the tracks at this time. <br />This should be done as development warrants. <br />M/S/P Mottaz/Morgan to table action on Item 9.C, until May 4, <br />County 17 - I-94 Run Off - Dorothy Lyons asked if there are <br />any plans to reduce the run-off from County 17 across Highway:12:- <br />--Mottaz - since no plans are indicated, recommended the Administrator <br />send a letter to the Highway Department asking them to consider <br />alleviating some of the water( problem areas during construction. <br />D. 201 Final Hearing - The final hearing on the 201 Study is <br />set for June 8, 1982, at 7:00 p.m, at Oakland Jr. High School. <br />--Bohrer - a news release has been prepared, advising all residents <br />in the planning areas that there is still time to be included <br />in the plan. This will be go out in the City Newsletter. <br />M/S/P Mottaz/Morgan to authorize up to $200 to send individual <br />notification to all residences in the 2�01 planning area informing <br />them that financial assistance is available to correct sewer <br />problems. <br />
