CITY COUNCIL MEETING, JUNE 1, 1982 <br />-3- <br />POLICE RADIO - Continued <br />--Heuer - the Sheriff's department is beginning to replace <br />the radios as money allows. Lions have offered $150 toward the purchase. <br />l --Fraser - shared Mottaz's concern; but felt City should go <br />ahead and purchase the radio. This can be discussed further <br />when reviewing the County contract. Should accept the Lions offer. <br />--Mottaz - send a letter to the Sheriff's Department and the <br />County Commissioners stating the City's concerns on the departments <br />equipment. <br />M/S/P Mottaz/Fraser to purchase a portable radio for the Lake <br />Elmo deputies at an estimated cost of $1,118 less the Lions <br />contribution of $150. Motion carried 4-0. <br />7. PUBLIC INQUIRIES: <br />A. Harvey Allen Shoulder Improvement on CSAH 17 - <br />Mr. Allen has expressed concern that the shoulder improvement along <br />CSAH 17 will encroach on private shoreland; encourage trespassing <br />on private property and encourage additional parking on the <br />shoulder, <br />--Eder - designating the shoulder improvement as a bike trail <br />would prevent parking along the shoulder. <br />The Council discussed Eder's suggestion and agreed to the bike <br />trail designation. The shoulder should be defined with a wide <br />white fog line with the bicycle designation painted within the <br />shoulder area. <br />--Novak - would like to have input from the property owners along <br />17 on the bike trail designation, <br />M/S/P Mottaz/Fraser to request Washington County to designate <br />the paved shoulder along CSAH 17 as a bike trail. Motion carried <br />3-0-1 Novak abstained. <br />B. Othcr - None <br />U. ENGINEER'S REPORT - <br />A. Water Tower Painting - Whittaker reported that there are adequate <br />funds 'In_the Water Account to do the watermain improvements and <br />paint the water tower; but that the Water Fund Reserve would be <br />depleted for 1983. He also reported that the Water Bond Fund <br />would be paid up in January, 1984, leaving a cash amount of $35,200. <br />Based on this analysis of the Water Fund, he recommended that all <br />the recommended maintenance and capital improvements on the water <br />system be performed, as operating without a reserve in 1983 is <br />less of a risk than not performing the recommended maintenance on <br />the Citv's water system. <br />The Council will have an opportunity to review the bids farsthe <br />watermain crossing and the water .tower painting before the annual <br />budget is prepared. <br />M/S/P Fraser/Mottaz to ad -opt R-82-37, a Resolution authorizing <br />the City Administrator and City Engineer to secure bids on the <br />water tower painting. Motion carried 4-0. <br />
