CITY COUNCIL MEETING, JUNE 1, 1982 <br />8. ENGINEER'S REPORT - <br />B. Railroad Grade Crossings - <br />The Engineer reported that t e City has received correspondence <br />from Mn/DOT explaining the City's eligibility for funds for the <br />improvement of railroad grade crossings. The City would have to <br />submit information on the condition of the road surface at the <br />railroad crossing for review by the State. Funds would be allocated <br />on a priority basis. The City has three crossings that would <br />qualify, 31st Street, Kelvin Avenue and Klondike Avenue. The <br />Council felt that the grade crossings were not in particular need <br />of improvement; and that the expenditure to assemble and transmit <br />the information to the State was not worthwhile. <br />C. Lake Demontreville Public Access - At the request of some <br />of the Council members; t e 'Engineer reported on the feasibility <br />of realigning Demontreville Trail within the limits of Demontreville <br />Highlands 5th Addition so that the public access and parking <br />would be located entirely on the lake side of Demontreville Trail. <br />After discussion on designating Highlands Trail as a county road <br />and the design and safety factors of the proposed DNR access, <br />the Council instructed the Engineer to prepare a sketch plan <br />of a possible realignment to the west of Demontreville Trail. <br />M/S/P Mottaz/Fraser instructing the City Engineer to prepare a <br />Preliminary sketch showing an alignment to the west of Demontreville <br />Trail beginning at about Lot 7, Block 2, Demontreville Highlands <br />Addition and proceeding north through the Fifth Addition, at a <br />cost not to exceed $100. <br />The Council also recommended that a "Caution - Boat Launch Ahead" <br />sign be place along Demontreville Trail by the present launch <br />area, <br />9. OLD BUSINESS: <br />A. �,�b y on Use of Council Chambers <br />Fraser presented her recommenda�tion.on <br />City's Council Chambers. <br />-Eder - Soil Conservation Service and <br />included . <br />permitted uses for the <br />Citizens League should be <br />M/S/P Mottaz/Fraser to adopt as City Policy the Procedures, Criteria <br />and Catagories of Use for the City's Council Chambers, as presented <br />by Councillor Fraser, including Federal Organizations, Soil <br />Conservation Service and the Citizens League. Motion carried 4-0. <br />B. Ordinance 7934 - Park and Planning Commission Policy - <br />Based on an analysis of t e average engt of service of the <br />Planning Commission members (3.39 yrs.), Councillor Fraser <br />recommended that the Council support Planning Commissioner Prince's <br />position and delete the requirement that a member can serve only <br />two terms. <br />M/S/ Fraser/Mottaz to delete the requirement that a Planning <br />Commission member can only serve two consecutive terms. <br />Discussion: <br />--Eder - enact the two term requirement when a determined percentage <br />of the membership does not turn over. <br />--Mottaz - the requirement should be deleted from the Park Commission <br />policy. <br />
