CITY COUNCIL MEETING, JUNE 1, 1982 8. ENGINEER'S REPORT - B. Railroad Grade Crossings - The Engineer reported that t e City has received correspondence from Mn/DOT explaining the City's eligibility for funds for the improvement of railroad grade crossings. The City would have to submit information on the condition of the road surface at the railroad crossing for review by the State. Funds would be allocated on a priority basis. The City has three crossings that would qualify, 31st Street, Kelvin Avenue and Klondike Avenue. The Council felt that the grade crossings were not in particular need of improvement; and that the expenditure to assemble and transmit the information to the State was not worthwhile. C. Lake Demontreville Public Access - At the request of some of the Council members; t e 'Engineer reported on the feasibility of realigning Demontreville Trail within the limits of Demontreville Highlands 5th Addition so that the public access and parking would be located entirely on the lake side of Demontreville Trail. After discussion on designating Highlands Trail as a county road and the design and safety factors of the proposed DNR access, the Council instructed the Engineer to prepare a sketch plan of a possible realignment to the west of Demontreville Trail. M/S/P Mottaz/Fraser instructing the City Engineer to prepare a Preliminary sketch showing an alignment to the west of Demontreville Trail beginning at about Lot 7, Block 2, Demontreville Highlands Addition and proceeding north through the Fifth Addition, at a cost not to exceed $100. The Council also recommended that a "Caution - Boat Launch Ahead" sign be place along Demontreville Trail by the present launch area, 9. OLD BUSINESS: A. �,�b y on Use of Council Chambers Fraser presented her recommenda�tion.on City's Council Chambers. -Eder - Soil Conservation Service and included . permitted uses for the Citizens League should be M/S/P Mottaz/Fraser to adopt as City Policy the Procedures, Criteria and Catagories of Use for the City's Council Chambers, as presented by Councillor Fraser, including Federal Organizations, Soil Conservation Service and the Citizens League. Motion carried 4-0. B. Ordinance 7934 - Park and Planning Commission Policy - Based on an analysis of t e average engt of service of the Planning Commission members (3.39 yrs.), Councillor Fraser recommended that the Council support Planning Commissioner Prince's position and delete the requirement that a member can serve only two terms. M/S/ Fraser/Mottaz to delete the requirement that a Planning Commission member can only serve two consecutive terms. Discussion: --Eder - enact the two term requirement when a determined percentage of the membership does not turn over. --Mottaz - the requirement should be deleted from the Park Commission policy.
