N R-82-59 RI LTITTON rTTv nT' LAKE ELMO WASHINnTnN COUNTY, MINNESOTA A RESOLUTION THE A(',REEMENT POP THE JOINT AM41NISTRATION OF THE WASTE TO ENERCY PROJECT, WHICH INCLUDES THE CITY Or LAKE ELMO, WITH RAMSEY AND WASHINCTON COUNTIES. WHEREAS, the,.li'aste to Energy Plant is" nronosed to be built entirely within the City" of Lake Elmo; and, WHEREAS, all of the public services that will be re-_ quired to"service the proposed Waste to Energy Plant must be approved, constructed, and maintained by the City of Lake Elmo; and, WHEREAS, the development of said facility will, be the single most imnortant factor in the future development of Section 32, which is the only sewered area in Lake Elmo and the only area of, Lake Elmo nronosed for Urban development within. the "Tetronolitan Urban Service Area; and, WHEREAS, the Citv of Lake Flmo is fiery concerned about the preparation of Feasibility Studies for :public improvements such as water, sewer, streets and surfacewater management facilities; and, WHEREAS, the City of Lake Elmo is concerned about the Prowsi.ons for real. estate taxes .or payments in lieu of real estate taxes, and, WHEREAS, the City of 'Lake Elmo may have to signifi- cantly increase its Maintenance staff, its Fire Department, and its police services because of said facility; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAKE ELMO, WASITINGTON COUNTY, MINNESOTA, THAT, the Citv of Lake Elmo supports the Agreement for the Joint Administration of the Waste to Energy Plant only if the City of Lake.,j91mo is a full Partner to the agreement, on the Board, and in the project; and THAT, the City of Lake Elmo recommends that the nronosed Agreement for the Joint Administration of the Final Feasibility and Implementation Phases of the Ramsey/Washington Waste to Energy Project be amended as follows: 1. rage 1 - The City of Lake Elmo be included in the title, 2. Page 3 - The City of Lake Elmo shall appoint a repre- sentative to the Waste to Energy Project Board; Ramsey and Washington Counties should each have two renresentatives; and each of those Board members should have all the rights, duties and Powers Proscribed in the Agreement.
