72.-82-59 RESnLTTTinm CITY nv LAKE ELMO WASHINnTnN COUNTY, MINNESOTA A RESOLUTION STTPPORTINC THE AGREEMENT FOR. THE JOINT AT)MINISTRATTON OF THE WASTE TO ENERGY PROJECT, WHICH INCLUDES THE, CITY OF LAKE ELMO, WITH RAMSEY AND WASHINGTON COUNTIES, WHEREAS, the T',Taste to Energy plant is, nroposed to be built entirely within the City. of Lake ElmTo;'and, WHEREAS, all of the Public services that will be re-, quired to service the nronosed Waste to Energy Plant must be approved, constructed, and maintained by the City of Lake Elmo; and, WHEREAS, the development of said facility will be the single most important factor in the future development of Section 32, which is the only severed area in Lake Elmo and the only area of Lake Elmo Droposed for Urban. development within the TTetronolitan Urban Service Area; and, WHEREAS, the Citv of Lake Flmo is very concerned about the preparation of Feasibility Studies for Dublic improvements such as water, sewer, streets and surface water management facilities; and, WHEREAS, the City of Lake Elmo is concerned about the provisions for real estate taxes or Dayments in lieu of real estate taxes; and, WHEREAS, the City of Lake Elmo may have to signifi- cantly increase its Maintenance staff, its Fire Department, and its police services because of said facility; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITE' OF LAKE ELMO, WASHINGTON COUNTY, MINNESOTA, THAT, the City of Lake Elmo supports the Agreement for the Joint Administration of the Waste to Energv plant only if the City of Lake Elmo is a full partner to the agreement, on the Board, and in the project; and THAT, the City of Lake Elmo recommends that the Droposed Agreement for the Joint Administration of the Final Feasibility and Implementation Phases of the Ramsey/Washington Waste to Energy Project be amended as follows: 1, Page 1 - The City of Lake Elmo be included in the title 2, Page 3 - The City of Lake Elmo shall anDoint a repre- sentative to the Waste to Energy Project Board; Ramsey and Washington Counties should each have two representatives; and each of those Board members should have all the rights, duties and powers proscribed in the Agreement.
