72.-82-59 <br />RESnLTTTinm <br />CITY nv LAKE ELMO <br />WASHINnTnN COUNTY, MINNESOTA <br />A RESOLUTION STTPPORTINC THE AGREEMENT FOR. <br />THE JOINT AT)MINISTRATTON OF THE WASTE TO <br />ENERGY PROJECT, WHICH INCLUDES THE, CITY <br />OF LAKE ELMO, WITH RAMSEY AND WASHINGTON <br />COUNTIES, <br />WHEREAS, the T',Taste to Energy plant is, nroposed to <br />be built entirely within the City. of Lake ElmTo;'and, <br />WHEREAS, all of the Public services that will be re-, <br />quired to service the nronosed Waste to Energy Plant must be <br />approved, constructed, and maintained by the City of Lake Elmo; <br />and, <br />WHEREAS, the development of said facility will be <br />the single most important factor in the future development <br />of Section 32, which is the only severed area in Lake Elmo <br />and the only area of Lake Elmo Droposed for Urban. development <br />within the TTetronolitan Urban Service Area; and, <br />WHEREAS, the Citv of Lake Flmo is very concerned about <br />the preparation of Feasibility Studies for Dublic improvements <br />such as water, sewer, streets and surface water management <br />facilities; and, <br />WHEREAS, the City of Lake Elmo is concerned about the <br />provisions for real estate taxes or Dayments in lieu of real <br />estate taxes; and, <br />WHEREAS, the City of Lake Elmo may have to signifi- <br />cantly increase its Maintenance staff, its Fire Department, and <br />its police services because of said facility; <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITE' OF LAKE ELMO, WASHINGTON COUNTY, MINNESOTA, <br />THAT, the City of Lake Elmo supports the Agreement for <br />the Joint Administration of the Waste to Energv plant only if <br />the City of Lake Elmo is a full partner to the agreement, on the <br />Board, and in the project; and <br />THAT, the City of Lake Elmo recommends that the Droposed <br />Agreement for the Joint Administration of the Final Feasibility <br />and Implementation Phases of the Ramsey/Washington Waste to Energy <br />Project be amended as follows: <br />1, Page 1 - The City of Lake Elmo be included in the title <br />2, Page 3 - The City of Lake Elmo shall anDoint a repre- <br />sentative to the Waste to Energy Project Board; Ramsey and <br />Washington Counties should each have two representatives; <br />and each of those Board members should have all the rights, <br />duties and powers proscribed in the Agreement. <br />
