s <br />LAKE ELMO COUNCIL MEETING <br />FEBRUARY 1, 1983 <br />M/S/P Mazzara/Dunn to appoint Fraser as Acting Chairperson until <br />Mayor Eder arrived. (3 ayes) The meeting was called to order at <br />5:09 p.m. by Laura Fraser at the City Hall. The agenda was changed to <br />the following order to defer some items until Eder and Morgan arrived. <br />COUNCILLORS PRESENT: Mayor Eder, Dunn, Fraser, Mazzara and Morgan(7:00) <br />1. MINUTES - M/S/P to approve the 1/18/83 Council minutes as <br />corrected: Page 3, Item I - "Whittaker notified... that Rob Chelseth <br />is increasing his planner fees...". (3 ayes) <br />2. CLAIMS - M/S/P Dunn/Mazzara to approve Claims 83414 thru 83465. <br />(3 ayes <br />3. LICENSES - M/S/P Mazzara/Dunn to approve a 3.2 beer license for <br />Lake Elmo Lions Club for Fishing Contest held 2/6/83 at Lake Jane. <br />(3 ayes) <br />4. OLD BUSINESS - <br />Annett <br />Lee Annett Housemoving was cancelled as <br />over with Ray Marshall again. <br />B. Resolution on Tax Forfeited Land - State wants resolution <br />stating disposition of uses and applying to the State for these uses <br />regarding forfeited land Lake Elmo intends to keep (needed for drain - <br />fields, etc. for 201 Study). M/S/P Mazzara/Dunn to pass R83-20: <br />A RESOLUTION DESIGNATING THE USE OF CERTAIN TAX FORFEITED <br />PROPERTY AND RELEASING OTHER TAX FORFEITED PROPERTY. (3 ayes) <br />5. ADMINISTRATOR'S REPORT - <br />A. Spring Cleanup Having this in mid -May met with approval of <br />Councillors since most citizens are not ready for cleanup until that <br />time. <br />B. Water Meter Reading - M/S/P Mazzara/Dunn to approve Larry <br />Whittaker's recommendation in his 1/28 AGENDA memo that water meters <br />not be read now.j and winter bills be estimated from last year's <br />bills. (3 ayes) <br />C. Appoint Alternate to Cable Commission - As a replacement for. <br />Zona Butler, Councillors agreed with Fraser that they could all be <br />looking for an alternate and that opening be placed in Newsletter. <br />(Mayor Eder arrived 5:26 p.m.) <br />6. ENGINEER'S REPORT <br />A. Water Tower Alarm - REF: Larry Bohrer's letter of 1/20/83; <br />additionally, other supplier doesn't offer that item so difficult to <br />submit alternate bids. Cost is $20 a month for service and $23 a <br />month for telephone line (lowest rate, same as used for measured <br />business use). Whittaker mentioned that telephone at shelter could be <br />traded for this emergency system. <br />M/S/P Dunn/Eder to authorize engineer to receive bids for water <br />tower alarm, after which Council will take a further look at it. <br />(4 ayes) <br />
