s LAKE ELMO COUNCIL MEETING FEBRUARY 1, 1983 M/S/P Mazzara/Dunn to appoint Fraser as Acting Chairperson until Mayor Eder arrived. (3 ayes) The meeting was called to order at 5:09 p.m. by Laura Fraser at the City Hall. The agenda was changed to the following order to defer some items until Eder and Morgan arrived. COUNCILLORS PRESENT: Mayor Eder, Dunn, Fraser, Mazzara and Morgan(7:00) 1. MINUTES - M/S/P to approve the 1/18/83 Council minutes as corrected: Page 3, Item I - "Whittaker notified... that Rob Chelseth is increasing his planner fees...". (3 ayes) 2. CLAIMS - M/S/P Dunn/Mazzara to approve Claims 83414 thru 83465. (3 ayes 3. LICENSES - M/S/P Mazzara/Dunn to approve a 3.2 beer license for Lake Elmo Lions Club for Fishing Contest held 2/6/83 at Lake Jane. (3 ayes) 4. OLD BUSINESS - Annett Lee Annett Housemoving was cancelled as over with Ray Marshall again. B. Resolution on Tax Forfeited Land - State wants resolution stating disposition of uses and applying to the State for these uses regarding forfeited land Lake Elmo intends to keep (needed for drain - fields, etc. for 201 Study). M/S/P Mazzara/Dunn to pass R83-20: A RESOLUTION DESIGNATING THE USE OF CERTAIN TAX FORFEITED PROPERTY AND RELEASING OTHER TAX FORFEITED PROPERTY. (3 ayes) 5. ADMINISTRATOR'S REPORT - A. Spring Cleanup Having this in mid -May met with approval of Councillors since most citizens are not ready for cleanup until that time. B. Water Meter Reading - M/S/P Mazzara/Dunn to approve Larry Whittaker's recommendation in his 1/28 AGENDA memo that water meters not be read now.j and winter bills be estimated from last year's bills. (3 ayes) C. Appoint Alternate to Cable Commission - As a replacement for. Zona Butler, Councillors agreed with Fraser that they could all be looking for an alternate and that opening be placed in Newsletter. (Mayor Eder arrived 5:26 p.m.) 6. ENGINEER'S REPORT A. Water Tower Alarm - REF: Larry Bohrer's letter of 1/20/83; additionally, other supplier doesn't offer that item so difficult to submit alternate bids. Cost is $20 a month for service and $23 a month for telephone line (lowest rate, same as used for measured business use). Whittaker mentioned that telephone at shelter could be traded for this emergency system. M/S/P Dunn/Eder to authorize engineer to receive bids for water tower alarm, after which Council will take a further look at it. (4 ayes)
