CITY COUNCIL MEETING - 2/l/83 Page four <br />like to see some thoughtful planning in that area. Feels the Comp Plan <br />could be improved,such as along Highway 36. State has made some <br />classical mistakes in low- to moderate -income housing, and Planning <br />Commission could determine better ways to handle this for Lake Elmo. <br />(2) Charles Graves - Has no preconceived notions as to what <br />should be done, would approach issues with open mind; personal interest <br />is to see what I can contribute to preserve one of the better family - <br />oriented communities in the area. Has lived here a little over a year; <br />previously, due to engineering experience, was on solid waste commis- <br />sion in Oklahoma. Feels business issues have been communicated in <br />Newsletter fairly well, although 75-80% of a neighborhood aren't con- <br />cerned until an issue involves them personally. Lake Elmo, along with <br />entire Metro area, is going to grow in the next few years; and growth <br />should be in orderly, intelligent fashion, preserving natural life that <br />is presently here. Low- to moderate -income housing has to be looked at <br />objectively and compassionately and in an orderly fashion. <br />(3) Lou Anne Mehsikomer did not show up for interview. <br />B. Parks <br />(1) Barbara Holm - Would like to be on commission since <br />family is interested in nature and cross-country skiing, tennis, hiking <br />and bird watching. Important to use parks to best advantage of every- <br />one; have to plan for people from Twin Cities using parks more and <br />more. Immediate attention should be given to police patrol of certain <br />parks since vandalism rate is high (such as at tennis courts and <br />Pebble) and to debris at Pebble. Council should take Park Commission's <br />recommendations very seriously; natural aspects have to be preserved. <br />I feel there's a need for playgrounds, such as Pebble expanded for <br />younger children. <br />(2) Mary. Olson - I enjoy the parks; we're lucky to have <br />them. Has lived in Lake Elmo for 25 years and frequently :uses Parks, <br />Would like to see slow development and keep as much as <br />possible in natural state. Walking paths should be improved at Reid. <br />Dave Morgan mentioned that she participated in planning of Reid. <br />(3) Ed Stevens - I hope development will be very slow; but <br />when it does come, has to be planned for density which will come. We <br />probably have enough parks now, but could make arrangements with land- <br />owners to set aside land for parks when their property is sold such as <br />is being done now in New England. Cimmaron could use playground <br />facilities. Bike trails off highways (4' wide, paved) would be desir- <br />able if there's money for it. Has lived here for 21 years. <br />Consensus of Councillors is that they would like to interview absentee <br />applicants at February 21 Council meeting. Whittaker will send agenda <br />to applicants as to time decision will be made at that meeting. <br />12. ENGINEER'S REPORT, Cont'd... <br />B. Waste to Energy Plant <br />1�) Scoping the EIS (Environtmental Impact Statement) - <br />Environmental assessment worksheet, included in Councillor's packets, <br />is to raise issues that have to be studied on the EIS. Sec. 32 <br />property owners feel 20-acre site is not large enough; land use concept <br />plan has been put together for these owners. Logical requests for <br />scoping will be brought up at 2/10 hearing, 7 p.m., Tartan High School. <br />Whittaker will be on agenda to express Lake Elmo's concerns to Metro <br />Council and encourages anyone else to be present with their concerns. <br />Whittaker will give Council items he will be presenting at the hearing. <br />
